As of July 24, 2023, the project has been awarded. A timeline for construction has not been confirmed. The scope of work generally consists of installation of High Friction Surface Treatment, pavement markers, and striping on various ramps. The scope of work generally consists of removal of existing pavement markers and striping of various ramps around the island; High Friction Surface Treatment applied; pavement markers and striping to be reapplied; and other incidental items. The estimated cost of construction is between $1,000,000 and $2,000,000. To be eligible for award, bidders must possess a valid State of Hawaii General Engineering Contractor's "A" license prior to the award of contract. Bidder's attention is also directed to Section 102.3 of the specifications regarding additional bidder's qualifications. ALL requests for information (RFI) shall be received in writing via HIePRO no less than 14 calendar days before bid opening. Questions received after the deadline will not be addressed. Verbal requests for information will not receive a response. Any protest of this solicitation shall be submitted in writing to the Director of Transportation, in accordance with 103D-701, HRS and 3-126, HAR. The U.S. Department of Transportation Regulations entitled "Participation by Disadvantaged Business Enterprise in Department of Transportation Programs", Title 49, Code of Federal Regulations, Part 26 is applicable to this project. Bidders are hereby notified that the Department of Transportation will strictly enforce full compliance with all of the requirements of the Disadvantaged Business Enterprise (DBE) program with respect to this project.
