This Request for Proposals (the RFP) is an invitation by The Sir Sandford Fleming College of Applied Arts and Technology (the College or Fleming College) to general contractors, pre-qualified under RFSQ #ADMIN22-02 (General Contractors), to submit proposals for General Contracting Services for the Construction of the Haliburton Student Residence Buildings at the Haliburton School of Art and Design, Haliburton Campus, 297 College Drive, Haliburton, ON, K0M 1S0 (the Project), as further described in Section A of the RFP Particulars (Appendix D) (the Deliverables). The Haliburton Student Residence Buildings Project consists of the construction of two new residence buildings as well as associated site work at the Haliburton Campus of Fleming College. The Project is located at 297 College Dr, Haliburton, ON, K0M 1S0. The Work will be Phase 1 of a potential multi-phase project. Construction mobilization is expected to start immediately after finalization of the CCDC-2 2020 Stipulated Price Contract, inclusive of Amendment to Agreement and Supplementary Conditions to the CCDC-2 2020 Stipulated Price Contract and start construction no later than June 1, 2023. Building Scope of Work for Phase 1 shall include, but not be limited to: Load bearing wood framing with some structural elements constructed of cast in place concrete as well as load bearing concrete masonry units. A full mechanical, electrical, communications and security scope will be included as part of the Project. Additionally, the Project scope will include extensive site servicing including regrading, paving, stormwater retention and electrical infrastructure. A more extensive description of scope is provided below. Each of the new buildings will be three (3) storeys in height and have been designated as types: Pavilion A or Pavilion B. In total, the Project anticipates construction of one (1) Pavilion A building type and one (1) Pavilion B building type for a total of two (2) new buildings on site. Pavilion A will include ten (10) double occupancy suites and one (1) accessible single occupancy suite on the ground floor for a total capacity of 21 beds. The building area is approximately 260 sq m with a total gross floor area of 850 sq m (9,150 sq ft). Pavilion B includes ten (10) double occupancy suites, three (3) non-accessible single occupancy suites and three (3) accessible single-occupancy suites for a total capacity of 26 beds. The building area is approximately 340 sq m with a gross floor area of about 1,140 sq m (12,270 sq ft). The anticipated construction value for Phase 1 is in the range of $10,000,000 to $12,000,000. Project completion of Phase 1 is expected for July 2024.
