Estimated value $300,000,000 - $350,000,000 A state funded project with a condition of award small business enterprise goal of 5% and a veteran business enterprise goal of 2% The Washington State Department of Transportation (WSDOT) plans to replace 29 existing fish barriers within Kitsap County with fish passable structures utilizing a progressive design-build delivery method. This project will replace 29 existing fish barrier crossings on SR 3, SR 104, SR 303, SR3 07 and SR 308 in Kitsap County with fish passable structures (buried structures and bridges) in compliance with the federal injunction regarding fish passage underneath WSDOT highways. This project will be delivered in two phases using the progressive design-build delivery method, Phase 1 will include preliminary engineering and phase 2 will include final design and construction. The project shall include, but is not limited to the following: Determination of the delivery approach for the 29 fish barriers in guaranteed maximum price (GMP) bundles. Providing documentation in support of the environmental review process in which WSDOT is the lead. Provide scoping documents in support of the project. Coordination with WSDOT, the Washington State Department of Fish and Wildlife, and 6 different tribes in determining the best fish passable solution. Acquiring all necessary environmental permits as an authorized agent of WSDOT. Acquiring all necessary property rights as an authorized agent of WSDOT. Providing mitigation solutions for sensitive area impacts. Facilitating temporary and permanent utility adjustment and relocation. Other project elements include, but are not limited to, surveying, construction staging and maintenance of traffic, constructing embankment, grading, retaining walls, stream realignment and restoration, temporary stream bypass, fish exclusion, culvert removal or abandonment, paving, stormwater drainage, signing, erosion and sediment control, and planting.
