In general, the work consists of the renovation of Phillips Hall, a four story concrete and masonry building, housing University of Wisconsin students. The scope involves the demolition of an existing kitchen, loading dock, and common space and, in their place, creating 17 new resident rooms and bathrooms on the first and second floors. A new lounge area will be created on the 2nd floor by infilling an existing floor opening between the first and second floors. On the first floor an existing public restroom will be converted to an accessible unisex restroom and a new janitor's closet will be created. Exterior work will be limited to the creation of three new window openings and the enclosing of a loading dock door. Mechanical work will include replacing the existing rooftop exhaust fans and fan coil units to accommodate the new resident rooms. A new air supply unit will be installed to serve the new lounge. Plumbing and electrical work will include all new fixtures in the new rooms, restroom, janitor's closet, and lounge. Bid Guarantee in the amount of 10% of the Bid must accompany each bid submitted. All potential bidders must be certified by DOA prior to submitting bids on state construction projects over $50,000. Base Bid will be received for: A single lump sum bid for All Work. The 2017-2019 Wisconsin State Budget (2017 Wisconsin Act 59) repealed Wisconsin's prevailing wage laws. Effective September 23, 2017, state prevailing wage requirements on state building projects no longer apply. These changes take effect for projects advertised for bid after September 23, 2017. This change does not affect the Federal Davis Bacon Act requirements. Bidding Documents will be available online immediately upon the project being advertised for bid.
