County of Beaver Community Development Program Solicitation for Professional Services Community Development Block Grant Program (CDBG) Program Years 2022, 2023, 2024 Downtown Architectural Services Scope of Work: For the following communities: Aliquippa, Ambridge, Beaver, Beaver Falls, Bridgewater, Freedom, Midland, Monaca, New Brighton, Rochester The firm will complete construction drawings and technical specifications of façade improvement projects as selected by the Local Revitalization Organizations (LROs) of the above-listed communities. The technical design work may include free-standing buildings and/or specific groups of buildings or vacant lots. In addition, the firm may be asked to complete construction drawings and other architectural services for pre-qualified projects that may include technical work such as structural design, accessibility, and code issues. The budget is $80,000/year. No more than two architects will be pre-selected to provide services. All projects will be selected individually by the community's Local Revitalization Organization, for final approval by the Community Development Program. Selection of the firms does not commit the County to the execution of a contract. Contracts will be executed on a project-by-project basis. Interested firms are to submit the following information in order to be considered for eligibility: 1. Letter of interest 2. A general resume including qualifications and experience of the firm and project staff. 3. Listings of completed design projects that demonstrate historic central business district restoration and/or re- habilitation expertise in keeping within the Secretary of the Interiors Standards Uniform Construction Code (UCC) and ADA design compliance expertise 4. Completed Standard Form 330. Firms will be selected to provide professional services for these projects based upon: 1. Firm's specific or related experience with the project activity; 2. Qualifications and experience of the firm's staff; 3. Firm's experience in related activities in the specific area of the project; and 4. Proximity of the firm's office location to the project sites. 5. Minority-owned, women-owned, and Section 3 businesses All five factors are rated on a scale of one (1) to four (4), with four (4) being the highest score. Minority-owned, women-owned, and Section 3 businesses are encouraged to apply. The method of Contractor Selection has not been Determined
