Installation of an access drive with approximately 400 feet of 6-inch watermain and 8-inch sanitary sewer. The project also includes an access drive, sidewalks, and concrete pads for tiny homes. Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form. Bids shall be on the forms provided for that purpose and per the Contract Documents prepared by CBS Squared Inc. identified as "Hope Village Community Center". Hope Village reserves the right to retain the deposits of the three (3) lowest bidders for a period not to exceed 30 days after the date and time set for the opening of bids. No bids may be withdrawn for a period of 30 Days after the date and time set for the opening of bids. Bidders Proof of Responsibility must be submitted in accordance with the Instructions to Bidders. This Contract is expected to be funded in part with funds provided by the Wisconsin Department of Administration, Division of Energy, Housing and Community Resources, Community Development Block Grant-Public Facilities (CDBG-PF). Information on applicable federal requirements is contained in the Project Manual. The successful bidder will be required to conform to the wage requirements prescribed by Section 66.0903 of the Wisconsin Statues pertaining to municipal wage scales and the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub -contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area. If the requirements of Davis Bacon, the State of Wisconsin and the Contract requirements conflict with regard to wages, the highest of the three shall apply. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under contract, Section 3, Segregated Facility, Section 109 and E.O. 11246.
