Approximately 3700 linear feet of new force main for the Rock Harbor lift station will tie into the existing Four Points #2 force main that will be repurposed to allow Rock Harbor to bypass the Four Points #2 lift station. The capacity of the Rock Harbor force main will be increased with the re-route. The force main from Four Points #1 lift station will be re-routed to discharge at Rock Harbor Lift Station using the existing Rock Harbor force main, thus bypassing the Four Points #2 Lift Station. The Four Points #2 lift station and a portion of the force main will be abandoned with this project. --- NWLS Study Items Identified: o Abandon the Four Points #2 LS o Reroute Four Points #1 LS flow from Four Points #2 LS to Rock Harbour LS o Construct 3700 LF of 16" forcemain from Rock Harbour LS to Four Points #2 Forcemain The Rock Harbour Force Main project consists of approximately 4,500 linear feet of a new 18-inch HDPE force main installed from Rock Harbour LS to the existing 16-inch ductile iron force main on Vista Parke Drive. The alignment parallels Rock Harbour Drive, crosses FM 620, parallels Wilson Park Avenue, turns south on Woodbay Parke Drive, then connects to the existing Four Points #2 16-inch force main. The proposed force main across RM 620 will be installed via trenchless construction while the remaining force main will be open-cut. There will also be 100 linear feet of 12-inch Ductile Iron force main installed via open-cut across Wilson Parke Avenue at 12132 1/2 Wilson Parke Avenue. Also included is the demolition of Four Points #2 Lift Station and abandonment of 2,540 linear feet of 24-inch gravity main and associated manholes. Lastly, the project includes the installation of the final fourth pump at the Rock Harbour LS and changing the impellers on the existing three pumps. All Bids shall be accompanied by an acceptable Bid guaranty in an amount of not less than five percent (5%) of the total Bid, as specified in Section 00100, Instructions to Bidders. Performance and payment bonds when required shall be executed on forms furnished by OWNER. Each bond shall be issued in an amount of one hundred percent (100%) of the Contract Amount by a solvent corporate surety company authorized to do business in the State of Texas, and shall meet any other requirements established by law or by OWNER pursuant to applicable law. Contract Time is of the essence and all Work shall be substantially completed within two hundred and eighty (280) Calendar Days after date specified in the Notice to Proceed, in accordance with the Bid Form, Section 00300. Final completion shall be achieved within thirty (30) Calendar Days after substantial completion. Liquidated damages are nine hundred and eighty dollars ($980) per Calendar Day for failure to substantially complete the work and five hundred and eighty dollars ($580) per Calendar Day for failure to achieve final completion within thirty (30) Calendar Days after substantial completion, in accordance with the Bid Form, Section 00300. WBE 1.37% OWNER reserves the right to reject any or all Bids and to waive any minor informality in any Bid or solicitation procedure (a minor informality is one that does not affect the competitiveness of the Bid). GP-10-2020-AWU : E/A may determine that written clarifications or interpretations of the requirements of the Contract Documents (in the form of drawings or otherwise) are necessary. Such written clarifications or interpretations will be consistent with the intent of and reasonably inferable from the Contract Documents, will be issued with reasonable promptness by Owner's Representative and will be binding on OWNER and CONTRACTOR. If OWNER or CONTRACTOR believes that a written clarification or interpretation justifies an adjustment in the Contract Amount or the Contract Times, OWNER or CONTRACTOR may make a Claim therefor as provided in Article
