The Owner reserves the right to reject any and all bids and to waive all informalities and irregularities in bids. No bid may be withdrawn for a period of thirty (30) days subsequent to the specified time for receipt of bids. The Owner reserves the right to negotiate the selection of the contractor's project manager, project superintendent, subcontractors, and key personnel for the project, based on their qualifications and experience on similar projects, prior to the award of the contract for construction. The Owner will select the general contractor based upon the construction cost and the proposed subcontractors list. Each bidder shall carefully examine the bidding documents and all addenda and other revisions and thoroughly inform themselves with all the requirements prior to submitting a bid. Should a bidder find discrepancies or ambiguities in, or omissions from, the bidding documents, or should he be in doubt as to their meaning, he shall at once and prior to the bid date, notify the Architect, who will (time permitting) send written addenda to all bidders. The Owner shall not be responsible for any oral instructions. All addenda sent to bidders shall become a part of the Contract Documents.
