The Project consists of interior and exterior blasting and recoating of three water ground storage tanks (Dearing Downs No. 1 - 250,000 gallons, Dearing Downs No. 2 - 500,000 gallons, and Dearing Downs No. 3 - 2,000,000 gallons), surface preparation and coating of a logo on a water ground storage tank (Fieldstone), and miscellaneous facility and site improvements at the Dearing Downs Tank Site. Due to the specialized nature of the construction, bidders are required to complete and include Document 00 45 13, Qualification Statement with their bid. The experience and qualifications of Bidders will be evaluated by the Owner . Bids shall be accompanied by a cashier's or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to Utilities Board of the City of Helena. The successful bidder must furnish a performance, payment, and maintenance bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Alabama to act as surety, or other surety or sureties acceptable to the Owner. Bids must remain in effect for 60 days after the bid opening date. Within 60 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project. The Utilities Board of the City of Helena. reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the Utilities Board of the City of Helena., and to reject nonconforming, nonresponsive, or conditional bids.
