Construction of a new 6-inch water line in Pleasant View Drive; Replacement of pumps and piping in water booster station; Replacement of pumps and piping in main water pump station; Demolition of Pleasant View Drive standpipe; Replacement of liner in raw water storage reservoir. Question Deadline 08/18/2023 at 12:00 PM ET A certified check or bank draft payable to the order of UMA, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid. Potter County is utilizing federal funds for this project and has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 75 Code of Federal Regulations. As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted with the bid The UMA reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts. Permits, licenses and easements for permanent structures or permanent changes in existing facilities shall be secured and paid for by the OWNER, unless otherwise specified The minimum wage rates for each craft or classification of all workers needed to perform this Contract during the anticipated term hereof shall, where applicable, be governed by either the "Davis-Bacon Act" (40 U.S. Code 276(a)) or the "Pennsylvania Prevailing Wage Act" (43 P.S. 165- 1 to 165-17). The CONTRACTOR's attention is directed to these two statutes so that the applicable provisions of either of these Acts shall be strictly adhered to in the performance of this Contract.
