As of 7/15/2021 Project is expected to be awarded on 7/22/21. The work generally consists of the installation of electrical components required for a complete and operational traffic signal system including trenching and installation of electrical conduit, cable, pull boxes, signal interconnect, connection to an existing point of service, and the installation of city furnished traffic signal poles. Inquiries or questions based on alleged patent ambiguity of the plans, specifications, or estimate, must be communicated as a bidder inquiry prior to bid opening. Any such inquiries or questions, submitted after the bid opening, will not be treated as a bid protest. The successful bidder must provide Performance and Payment (Labor and Materials) Bonds and are required to comply with the insurance requirements set forth in these Special Provisions. Chapter 2.92 of the Napa Municipal Code requires every Contractor or subcontractor with the City of Napa for Public Works Contracts in the sum of $25,000 or more, be subject to Section 101, Napa City Charter. This requires the Contractor to take affirmative action to ensure non-discriminatory employment practices. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the County, or Counties, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at City of Napa and available from the California Department of Industrial Relations Portal. You must obtain bid documents consisting of plans, specifications, bidding and contractual documents, and forms through BPXpress Reprographics located at 4740 East 2" Street #29, Benicia, CA 94510, (707) 745- 3593 or via the City of Napa Portal A copy of the bid documents may additionally be viewed at the City of Napa Public Works Department, 1600 First Street, Napa, CA 94559. A scanned copy of a certified check or bank draft, payable to the order of City of Napa, negotiable U.S. Government bonds (at par value), or a satisfactory bid bond executed by you and an acceptable surety, in an amount equal to ten percent (10%) of the totai of bid, must be electronically submitted with each bid. The hard copy version shail be submitted upon further notice from the City. Bids may be held by the City of Napa for a period not to exceed sixty (60) calendar days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding of the Contract. The City of Napa reserves the right to reject any or all bids or to waive any informalities in the bidding. Each bidder is hereby informed that, upon submittal of its bid to the City in accordance with these bid documents, the bid is the property of the City. The City will consider each bid subject to the public disclosure requirements of the California Public Records Act
