No bid may be withdrawn for a period of sixty (60) days from the opening of the bids. Digital bids shall be submitted in 'locked' PDF format to restrict end-users from modifying contents and contain "18K085 [company name] BID SUBMISSION" in the 'subject' line of the email. To be considered received via email, the Bid must be received in its entirety, with required signatures, seals, and certifications included where required. Email attachments over 5 MB in size MUST be sent via DropboxTM or other electronic transfer service where the access link is included in the email sent to the email address above and that allow the file(s) to be accessed without restriction by the District. Responsibility to ensure the Bid is received, accessible and in readable and printable form is the obligation of the Bidder. Once your bid is received by the Owner, your sending email will receive response back containing information on how to access the video broadcast of the bid opening. Sealed bids (paper or digital) sent via mail delivery service for the project identified above must be received by the date, time and at the location stipulated above. Bidders are to provide a contact email address on the outside envelope of the sealed bid. The Owner reserves the right to reject any or all bids and waive any informality in the bidding process in accordance with the law. The Contract, if awarded, shall be awarded to the lowest responsible bidder whose Bid is responsive in all material respects to the Bid requirements. No bid shall be deemed awarded until the adoption of a formal resolution by the Owner. Bidders are required to comply with requirements of N.J.S.A. 10:5-1 et seq., "The Law Against Discrimination" and affirmative action, N.J.S.A. 10:5-31 et seq. and N.J.AC. 17:27-1 et seq. All bidders and their subcontractors shall be registered with the New Jersey Department of Labor and Workforce Development, pursuant to the Public Works Contractor Registration Act, N.J.S.A. 34:11-56.48 et seq. A Public Works Contractor Registration Certificate issued by the New Jersey Department of Labor and Workforce Development, and a New Jersey Business Registration Certificate pursuant to N.J.S.A. 52:32-44 issued by the New Jersey Department of Treasury, Division of Revenue for the Bidder and that of all subcontractors i.e., "named subcontractors", whose prices are included in the Contractor's Bid must be submitted prior to award.
