This Project involves pavement planning, asphalt concrete resurfacing, pavement repairs, curb replacement, ADA ramp upgrades, and other ancillary work on East Fair Avenue from North High Street to Sheridan Drive. Only Bidders pre-qualified with the Ohio Department of Transportation for the Work involved on this project are eligible to bid this Project. This project has a Disadvantaged Business Goal (DBE) goal of 7%. All Bidders shall submit a DBE Utilization Plan at the time of bid setting forth specific information demonstrating how the Bidder will achieve the goal. The bid surety shall be payable to the City of Lancaster, Ohio, and the Ohio Department of Transportation as a guarantee that if the Bid Proposal is accepted, a contract will be entered into and its performance properly secured. Bid Proposals accompanied by a certified check, cashier's check, or letter of credit will require a subsequent contract performance bond in the amount of one hundred percent (100 percent) of the amount of the contract. All provisions of the Ohio Revised Code as it relates to bid guarantees, conditions, liabilities, and withdrawal of a Bid Proposal are pertinent to this contract. Each proposal must contain the full name of the party or parties submitting the Bid Proposal and all persons interested therein, and shall be signed by the full name and business address of each person or company interested in the business. Each Bidder shall submit evidence of its experiences on projects of similar size and complexity. The City intends and requires that this project be completed no later than September 30, 2020. The Bid Proposal must be made on the forms provided therefore in the contract documents, or a copy thereof, with a price quote for the work on a unit cost basis, with labor and materials costs to be stated separately. All Contractors and Subcontractors involved with the project will, to the extent practicable, use Ohio Products, materials, services, labor in the implementation of their project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive order of 1972, and Governor's Executive Order 84-9 shall be required. Bidder must comply with the Federal Wage Rates as determined by the U.S. Department of Labor, Wage and Hour Division. The City of Lancaster is a Community Development Block Grant Entitlement Community. As such, any party entering an agreement to perform work on this project shall comply with the provisions of all applicable federal laws, regulations and rules, and shall certify that they are under no contractual or other disability which prevents such compliance. Each bidder must ensure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, or national origin. The City of Lancaster reserves the right to reject any or all Bid Proposals, to waive any technicality, and to award the contract to the Bidder that is determined to have submitted the lowest and best Bid for the Work.
