Please contact Village Clerk at (608) 725-5180 or Delta 3 Engineering at (608) 348-5355 for the 2020 Bidders Proof of Responsibility Form if you have not been prequalified with the City after January 1, 2020. Contractors will be notified of qualification status by 3:00 p.m., C.S.T. on Thursday, April 23, 2020. If you are in need of pre-bid qualification paperwork, please call Delta 3 608-348-5355 or the Village of Cassville. The Project consists of sanitary sewer, water main, and storm sewer systems' replacement and street reconstruction on Bluff Street from Cedar Street to Mulberry Drive and on Fredrick Street from Bluff Street to Amelia Street (S.T.H. '133'). Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form.No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least five percent (5%) of the amount bid, payable to the OWNER as a guarantee that, if the bid is accepted, the Bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the Bidder as soon as the contract is signed. If after 15 days the Bidder shall fail to do so, the certified check or bid bond shall be forfeited to the OWNER as liquidated damages. Bids may not be withdrawn within 90 days after the date of the bid opening. The OWNER reserves the right to increase or decrease the quantity of any item or portion of the work, or to omit portions of the work, as may be deemed necessary by the OWNER, and the same shall in no way affect or make void the contract, except that additions to, or deductions from, the contract price will be appropriately made. The OWNER reserves the right to waive any informalities, or to reject any or all bids, or any part of a bid, and to award the Contract to the Bidder, who in the judgment of the OWNER, will best serve the interest of the OWNER. The letting of the work described herein is subject to the provisions of Sections 61.54, 61.55, 66.0901, and 66.0903(1m) of the Wisconsin Statutes. This Project is funded in part by a Community Development Block Grant for Public Facilities (CDBG-PF) from the Wisconsin Department of Administration using federal CDBG funds. This Project may also be funded in part with funds from the Wisconsin Department of Natural Resources Safe Drinking Water Loan Program (SDWLP) and Clean Water Fund Program (CWFP). Conformance with the American Iron & Steel (A.I.S.) requirements is required. The Fredrick Street portion of the Project is funded in part by Local Road Improvement Program (LRIP) Funds from the Wisconsin Department of Transportation. The street components of the Fredrick Street portion of the Project funded with LRIP funds will not be funded with any other state/federal funds.Minimum salaries and fringes to be paid on the Project shall be in accordance with the prevailing wage rate determination established by the Federal Department of Labor (DOL). Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under contract, Section 3, Segregated Facility, Section 109 and E.O. 11246. Attention is also called to the fact that not less than the minimum salaries and fringes set forth in the Contract Documents must be paid on this Project, and that the Contractor must ensure that employees and applications for employment are not discriminated against because of their race, color, religion, sex, national origin, or other protected class. Federal Labor Standards program laws, including, but not limited to, the Davis-Bacon Act, the Copeland Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act will apply to this Project. The Village of Cassville encourages Minority-owned Business Enterprises (MBE's), Women's Business Enterprises (WBE's), Disadvantaged Business Enterprises (DBE's), and Small Businesses in Rural Areas (SBRA's) to submit bids. A municipality, in awarding prime contracts, and primary contractor, in awarding subcontractors, are required to make a good faith effort to achieve a combined minimum goal of participation for MBE/WBE utilization in accordance with s.NR 162.09(3), Wis. Admin. Code. If a subcontractor awards subcontracts, these requirements shall apply to the subcontractor MBE : 0.5% WBE : 6.9%
