The second phase, which stretches from the Berryessa station through Downtown San Jose and into Santa Clara, finishes the remaining six miles and connects services to four additional stations that will be built. The entire phase II expansion project spans six miles from the Berryessa Transit Center to the Santa Clara Station. As of October 25, 2023, the San Jose City Council approved proposal to acquire the needed property. A firm timeline to construction start has not been announced. Original RFQ below for reference. VTA intends to award a Progressive Design-Build (PDB) contract for the design and construction of all tunnel and trackwork required for this Project. VTA's intended PDB approach will use a 2-stage delivery process described in more detail in this RFQ. VTA will review and score the SOQs to determine which Respondents are best suited and qualified to successfully execute the design and construction of the Project. A Short-List of three (3) (or up to four (4)) of the highest-ranked Respondents will be created, each of which will be invited to submit proposals in response to VTA's forthcoming Request for Proposals (RFP). Respondents that are not included on the Short-List will not be allowed to submit proposals. The Santa Clara Valley Transportation Authority's (VTA) BART Silicon Valley Extension Program (BSV Program) is the largest public infrastructure Program ever constructed in Santa Clara County, California. The BSV Program includes the recently completed 10-mile, two station Berryessa Extension Project (SVBX) and the Phase II Extension Project (BSVII Program). The BSVII Program will extend Bay Area Rapid Transit (BART) service from the existing temporary end of the SVBX line adjacent to the Berryessa/North San Jose BART station through downtown San Jose, terminating in the City of Santa Clara. The BSVII Program will be delivered as four separate projects and corresponding contracts, consisting of Contract Package 1 (Systems), Contract Package 2 (Tunnel / Trackwork), Contract Package 3 (Newhall Yard & Santa Clara Station), and Contract Package 4 (Stations). There will also be contracts associated with Transit Oriented Development that are anticipated to commence after the completion of this Project. This RFQ seeks to solicit Statements of Qualifications (SOQ) from those entities (Respondents) interested in contracting to serve as the Design-Builder for Contract Package 2 Tunnel/Trackwork Project (Project). (See Public Contract Code Section 22164(b).) The Engineer's estimated budget for this Project is between (US) $2.0B and $2.5B, all-inclusive.
