The Work contemplated under this Contract includes all labor, materials, transportation, equipment and services for, and incidental to, the completion of all construction work in connection with the project described in the Contract Documents. The Contractor shall perform all Work necessary so that the project can be legally occupied and fully used for the intended use as set forth in the Contract Documents. The City requests proposals from qualified firms (Proposers) to provide construction manager/general contractor (CM/GC) services for construction of the North Transmission Line Intertie (NTLI) Project, Segments 1 and 3 (CIP No. 4143), the Project. The City is proceeding with the Project, which is needed to improve reliability and resiliency, increase supply capacity, and provide water service to areas recently withdrawn from the Tualatin Valley Water District (TVWD). The combined total construction budget for the Project is estimated at approximately $50 million that consists of two (2) pipeline segments for pre-construction services, up to two (2) pipeline segments for construction services, and one (1) treatment facility to be completed under one CM/GC contract, with a GMP and two or more GMP amendments depending on the Project. Segment 2 pipeline construction will be performed by others as part of the Washington County Walker Road, Phase 3 project. Proposer is expected to coordinate with this project and will be responsible for making final connections to the NTLI Segment 2 pipeline as part of the NTLI Segment 1 and NTLI Segment 3 scope. Services to be performed by the selected Proposer. Segment 1 and Segment 3 Preconstruction Phase Services will be scoped and budgeted separately. The scope of services between both Segments are similar with the following noted differences. The design of Segment 1 is currently progressing towards a 75-percent completion level, but completion of this design milestone is expected to rely on utility potholing and other field investigations that are to be provided by the CM/GC. The 50% Design Drawings for NTLI Segment 1 identify approximately 60 locations where the Design Consultant has identified the need for utility potholing to confirm field conditions for design purposes. The CM/GC shall review the 50% Design Drawings and pothole locations to determine where additional potholing may be recommended as part of the Preconstruction Phase Services, and shall provide all required and recommended potholing, including all traffic control and survey. Prevailing Wage Rates applicable to this project will be identified at the time the initial set of construction specifications are made available and are incorporated into the first Early Work Amendment, or, if no Early Work Amendment occurs, then at the time of the GMP Amendment. Those rates will then apply throughout the project. However, as required by ORS 279C.836, before commencing work under the CM/GC Contract, the Proposer shall obtain and file the required public works bond and shall verify that its subcontractors have filed their public works bonds before allowing them to begin work on the project. The City shall pay the required PWR fee to the BOLI per administrative rules. The City reserves the right to modify this schedule at the City's discretion. Proper notification of changes will be made to all interested parties. At the time of execution of the GMP Amendment or an Early Work Amendment, the Proposer will be required to submit a 100% Faithful Performance Bond (performance bond) and a 100% Labor and Material Payment Bond (payment bond) for either the early work or completion of the project.
