Each bid must include Bid Security, a certified check, bank check or bid bond issued by a surety licensed to conduct business in the state of PA, in the amount of 10% of the total contract amount, including all add alternates, payable to Upper Makefield Township. Performance and Payment Bonds in the amount of 100% of the contract amount will be required to be furnished by the successful bidder with a corporate surety approved by Upper Makefield Township. If additional information is required concerning the meaning or intent of the Bidding Documents all questions must be submitted in writing online by 5:00 PM on Wednesday 11 September 2019. Bidding will be public, utilize Pennsylvania State Prevailing Wage Rates established by the Commonwealth of PA Department of Labor and Industry and be received in four Prime Bids. Separate bids will be received for (1) General Construction, (2) Mechanical Construction, (3) Electrical Construction and (4) Plumbing Construction. Upper Makefield Township reserves the right to reject any or all bids, waive any informality in any bid, to eliminate or reduce items or quantities, and exercise its judgment as to the comparative merit of the products and services offered. Award of the contract, if awarded, will be to the lowest responsible and responsive bidder. Upper Makefield Township does not discriminate on the basis of race, color, religion, sex or national origin.
