Request for Qualifications - RFQ - Contractor 01/21/2021 at 2:00 PM ET From: Littleton Electric Light and Water Departments, Owner - Prequalification will be received at the office of the Littleton Water Department, 39 Ayer Road, Littleton, Massachusetts 01460 at which time all SOQs will be privately opened. The Statement of Qualifications will not be opened publicly. De **General Bid Deadline: Jan 21, 2021 at 2:00 PM No site visit will be scheduled. Treatment plant site is open for visits. This Request for Qualifications (RFQ) is the first step of a two-phase bidding process as required by M.G.L. Chapter 149, Section 44D 1/2 and Section 44D 3/4 for building contracts estimated to cost $10 million or more. The estimated construction cost of the project is $15.9M. The Littleton Water Department's Prequalification Committee will consist of representatives from the Water Department and the project's consulting engineering firm of Tighe & Bond. The committee will evaluate the Statement of Qualifications using the criteria contained in the RFQ and prequalify those General Contractors and Subcontractors meeting a minimum RFQ criterion score. Following prequalification, the Littleton Water Department will invite the prequalified respondents to submit General Bids and Filed Sub-Bids for the Whitcomb Avenue Water Treatment Plant Project. General Bidders must be DCAMM certified in 'Sewage and Water Treatment Plants'. Filed Sub- Bidders must be DCAMM certified for the category of work for which they are submitting a bid. The work consists of construction of a new 1.8 MGD water treatment plant within a 10,500 s.f. masonry building that will contain filtration equipment, process piping, below grade storage tanks, and chemical feed systems. The treatment plant will remove iron, manganese and PFAS from three well sources to produce treated drinking water. The work includes, but is not limited to, excavation and backfill, site utilities, concrete and masonry building construction, process piping, chemical feed systems, HVAC, plumbing, electrical systems, and instrumentation and controls. Construction is expected to begin in May 2021. The project shall be substantially completed within 500 calendar days following the Notice to Proceed. The successful respondent must be able to obtain bonding for the full construction cost. Disadvantage Business Enterprise (DBE) goals may be applicable on this project. The minimum goals for this project are 4.2% D/MBE participation and 4.5% D/WBE participation by certified DBE firms. Further public notice information regarding the specifics of this project and the prequalification evaluation criteria and selection process is included in the RFQ. The work consists of construction of a 10,500 s.f. single story masonry building that will contain filtration equipment, process piping, below grade storage tanks, pumping equipment, electrical and chemical feed systems. The project also includes demolition and upgrades to Well No.1 Pump Station, upgrades to Well No.5 Pump Station and all related site work. The project shall be completed within the Contract Time identified in the Agreement Construction of a new 1.8 MGD water treatment plant that will remove iron, manganese, and PFAS from three well sources in order to produce drinking water that meets the latest drinking water standards. The work consists of construction of a 10,500 s.f. single story masonry building that will contain filtration equipment, process piping, below grade storage tanks, pumping equipment, electrical and chemical feed systems. The project also includes demolition and upgrades to Well No.1 Pump Station, upgrades to Well No.5 Pump Station and all related site work.
