Project locations: Bobcat/Williams/1st Ave in Grandview Heights, Ohio The work of which proposals are invited includes grading, curb, street, sanitary and storm sewer, water, lighting, landscaping and improvements to areas designated in BLOCK I & L PUBLIC INFRASTRUCTURE IMPROVEMENTS. Proposal sheets and scope of work shall define activities required to be performed by the Contractor in accordance with the project plans. The City of Grandview Heights will use this log sheet in order to advise prospective bidders of any addendums to the contract and/or plans. Failure to be entered onto the log sheet will result in rejection of any proposal and failure to refer to any addendum in a proposal will be considered non-responsive. Proposals must be submitted on the proper forms contained in the Bid Submittal Documents and the Bid Submittal Documents containing the Proposal must be submitted IN THEIR ENTIRETY in a sealed envelope marked Bid for BLOCK I & L PUBLIC INFRASTRUCTURE IMPROVEMENTS. All materials submitted in response to this advertisement for bids will become the property of the City and will not be returned. All materials submitted in response to this advertisement for bids will be considered public records subject to disclosure as contemplated by Ohio Revised Code Section 149.43. PROPOSAL GUARANTY Bidder shall furnish a Bid Guaranty, as prescribed in Sections 153.54, 153.57, and 153.571 of the Ohio Revised Code, in the form of either: (1) a bond for the full amount of the bid in the form of the Bid Guaranty and Contract Bond included in the Contract Documents; or (2) a certified check, cashier's check, or irrevocable letter of credit in a form satisfactory to the Owner in an amount of the bid. The Bid amount shall be the total of all sums bid, including all add alternates with no deduction for any deduct alternates. The successful Bidder, who, as a Bid Guaranty, submits a certified check, cashier's check or irrevocable letter of credit in an amount of the bid (including all add alternates), shall furnish a Contract Bond using the Contract Bond form included in the Contract Documents in an amount equal to 100% of the Contract Sum. NOTE: AIA Bid Bond forms are not acceptable. The bond must be issued by a surety company ("Surety") authorized by the Ohio Department of Insurance to transact business in the State of Ohio and acceptable to the Owner. Any bond shall be executed by sureties that are licensed to conduct business in the State of Ohio and are named in the current list of "Companies Holding Certificates of Authority as Acceptable Securities on Federal Bonds and as Acceptable Insurance Companies" as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts, U.S. Treasury Department. The bond must be issued by a Surety capable of demonstrating a record of competent underwriting, efficient management, adequate reserves, and sound investments. These criteria will be deemed to be met if the Surety currently has an A.M. Best Company Policyholders Rating of "A-" or better and has or exceeds the Best Financial Size Category of Class VI. PREVAILING WAGE RATE This project requires payment of prevailing wages to all workers during the course of construction activities. Bidders must comply with State Prevailing Wage Determinations. CONTRACT PERFORMANCE AND PAYMENT BOND A contract performance and payment bond of the amount of the contract with a surety or sureties licensed to conduct business in the State of Ohio according to Section 153.54 of the Ohio Revised Code, will be required to assure the faithful performance of the work. Said bond shall name the Columbus-Franklin County Finance Authority, City of Grandview Heights, Ohio and NRI Equity Land Investments, LLC as joint obligees on the contract performance and payment bond. The bond may include (at the option of Contractor's bonding company) a rider that provides (in whole or in part) substantially the following (i) the surety(ies) is not liable under the bond to the joint obligees unless payments have been made to the contractor (or surety(ies) if making arrangements for completion of the contract) and all other terms and conditions of the contract have been performed in the time and manner set forth herein; (ii) the aggregate liability of the surety under the bond is limited to the penal sum of the bond and shall not exceed the amount recoverable by contractor and/or surety under the contract; and (iii) the joint obligees' rights are subject to the same defenses as contractor and/or surety have against the owner. The interim completion date for all final paving will be November 21, 2018. Final contract completion will be December 14, 2018. The Contractor shall contact the manager at 614-781-9760 for the price of these plans and bid documents. A prospective bidder must verify that their name is added to a log sheet upon receiving a copy of contract documents and plans including contact information for potential addendums required. CONSTRUCTION AND MATERIAL SPECIFICATIONS Numbered paragraphs to which reference is made in the Bid Submittal Documents refer to the City of Columbus, Construction and Material Specifications, 2012 edition for all items except water related items. Water related items shall review to the City of Columbus, Construction and Material Specifications, 2018 edition. These will become part of the terms and conditions of the contract to be awarded. In the event of a conflict between the Contract, and the City of Columbus Construction and Material Specifications, the Contract will control. BID CANCELLATION AND REJECTIONS The right is reserved by the Owner, Construction Agent and the Director of Administration of the City of Grandview Heights, Ohio to cancel the Advertisement for Bids, to reject any and/or all bids, to waive technicalities, or to advertise for new proposals.
