The City of Suisun City is inviting highly qualified professional consulting firms to provide proposals for professional services to prepare plans, specifications and cost estimates (PS&E) for the 2025 Sewer Rehabilitation Project. Neither the issuance of this RFP nor the acceptance of Proposals commits the City to award or enter into an Agreement. The City reserves the unfettered right to reject any or all Proposals, at any time, and to seek new Proposals when in the best interest of the City. The City also reserves the right to cancel, modify, or postpone this RFP or the Project, at any time, and to waive any irregularities or informalities in any RFP procedures. Each Proposer is solely responsible for the expenses it incurs in responding to this RFP. The City expressly disclaims responsibility for any assumptions a Proposer might draw from the presence or absence of information provided by the City in any form. City of Suisun City in conjunction with the Fairfield Suisun Sewer District (FSSD) operate and maintain the wastewater collection system that serves the City. Suisun City owns and operates sewer mains up to 10 inches in diameter while FSSD owns and operates sewer mains or trunks greater than 10 inches, pump stations, siphons and force mains in the City's wastewater collection system. The City's gravity sewer consists of approximately 58 miles; the mains are ageing and beginning to fail. design of the 2025 Sewer Rehabilitation project involves the analysis of sewer CCTV data for developing a construction bid package for system rehabilitation in the area outlined in Attachment A. Although the project scope does not include the rehabilitation of service laterals, it will involve evaluating the connections to the mains whenever feasible. Additionally, recommendations for addressing any identified connection deficiencies will be provided by as necessary. For background, while service lateral rehabilitation is not part of the annual project scope. the City is responsible for maintaining the lateral segment that extends from a permitted street-side cleanout, typically located one to two and a half feet behind the sidewalk. If there is no permitted street-side cleanout, or if the cleanout is unauthorized by the City, the maintenance responsibility falls to the adjacent property owner. It the responsibility of the Consultant to check the City's website for issuance of addendum or clarification related to the RFP. Questions submitted after 12 noon on October 7, 2024, may not receive a response prior to proposal opening, unless subsequently modified by the City by addendum.
