The City of Champaign (City) invites your firm to submit a Letter of Interest to provide the City with professional engineering services related to bridge inspections and related structural engineering services. The City intends to use a qualification-based selection process for the procurement of these services (City Administrative Policy 2.08). This selection is for two inspection cycles, starting in Spring 2025 and running through Fall 2028. The City will review all submitted Letters of Interest and select firms who best meet the City's requirements for an interview. Baseline services will include: o Serving as the City's Program Manager for the NBIS Program, performing biennial bridge inspections for the 19 or so structures included in the National Bridge Inventory, and submitting those inspections to the Illinois Department of Transportation (IDOT). This selection covers inspections from Spring of 2025 through the fall of 2028. o Providing on-call structural engineering services related to both the transportation system and City owned buildings. o Providing design and construction engineering services for the replacement of the structure on Duncan Road over the Copper Slough, located just south of Springfield Avenue. Design engineering is budgeted in FY 2025, with construction funding allocated in FY 2026. The City anticipates beginning the design phase of the project this fall/winter. o Completing inspections for the City's non NBI structures and culverts and providing recommendation on maintenance activities for those assets once during the selection cycle. In addition to these baseline services, additional services may include: o Updating the City's bridge management database as needed. o Aiding staff in identifying and prioritizing bridge repairs identified during inspections. o Providing cost estimating, design and/or construction engineering services for future bridge maintenance and/or bridge replacement/rehabilitation projects. Firms submitting a Letter of Interest shall include the following information: 1. Name of firm and address. 2. Provide information on the history, structure, and business operation of the firm. 3. Provide information on the experience and the type of professional services available in thefirm. 4. For each professional service available in the firm, indicate how many full-time employees the firm has, the total billings last year, and current work backlog. 5. Name and contact information for the person to receive information concerning the Letter of Interest; include mailing address, phone numbers, and e-mail addresses. 6. A description of the firm's experience in providing professional engineering services in the following areas: o Performance of bridge inspections in accordance with National Bridge Inspection Standards (NBIS) and IDOT requirements. o Serving as the bridge program manager for government agencies. o Recommending and developing bridge rehabilitation plans, specifications and details to extend the service life of structures, bring structures into compliance with NBIS standards. o Preparing design services for bridge projects, including preparation of construction plans, specifications and cost estimates for bridge projects, preparation of documents necessary to obtain ROW if required, utility coordination, and other project related work items. o Providing construction observation, documentation, and materials testing for municipal bridge projects (MFT and/or non-MFT funded). o Preparing detailed traffic control and construction phasing plans for bridge and/or building projects. o Performing structural inspection and troubleshooting structural problems with building and other facilities. 7. The method of compensation for professional services will be based on an hourly rate with a "not-to-exceed" limit. Please indicate whether the firm is agreeable to this method of compensation. Please submit the hourly rates for the individuals assigned to the project. Also submit information on any multipliers that will be applied to these hourly rates. 8. Provide information on the firm's workforce diversity and Affirmative Action policies. 9. Personnel to be assigned to this project. Include a short description of each person's work experience directly related to the type of work included with this project. 10. Details of the proposed use of subconsultants. Provide a list of subconsultants the firm plans to use and a description of the firm's long-term relationship with these subconsultants along with project names, dates, and contacts. Please indicate if proposed subconsultants are registered MBE or WBE firms and include an estimate of the percentage of work and/or type of work the subconsultants are anticipated to participate in. 11. Provide information on how the firm will strive to satisfy the stated Workforce Participation and MBE/WBE Utilization Goals established for this project. Please be aware that it is the City's policy not to compensate a consultant for any time or expenses incurred during the selection or negotiation process. The consultant's cost to perform the work will not be considered as the City makes its selection but will become an issue during negotiation of scope of work and development of a contract. The City will not schedule debriefing meetings with firms not selected for interviews nor for the final selection. The method of Contractor Selection has not been Determined at this time.
