The purpose of the RFQ is to evaluate and select a group of qualified Construction Managers to shortlist for RFP and interview for the role of Construction Manager at risk (CM@r). Winona State University (WSU) is designing and building the Center for Interdisciplinary Collaboration, Engagement & Learning (CICEL) to replace the severely outdated Gildemeister and Watkins Halls with a new 73,000 square-foot building and over an acre of greenspace that results from the reduced building footprint. Project is currently funded for design. The project has ambitious regenerative design goals and intends to receive the International Living Future Institute's Living Building Challenge 4.0 Core Green Building Certification and Zero Energy Certification. It will forward WSU's commitment to sustainability, resilience, well-being, and equity and access. Users from all backgrounds, cultures, and abilities will feel comfortable and welcome. The design will promote health and well-being through daylighting, high-quality ventilation, elimination of harmful products and materials, and a focus on user comfort and satisfaction. The project is sited within a compact urban campus which will be in full operation during building construction. Demolition and construction will be staged to allow full operation of Watkins Hall until the new building is occupied. The project intends to seek grants, utility rebates, and Elective Pay Credits through the Federal Inflation Reduction Act (IRA) and will seek assistance from the CM@r. All potential or interested Responders must attend the meeting. Respondents who do not attend this meeting will not be considered.
