The project is located at 22 Main Street, Massena, NY, 13662 in the Village of Massena, St. Lawrence County, New York. The project includes the demolition of the existing Massena School of Business and construction of a new courtyard within the building footprint. Each bid must be accompanied by security in an amount not less than five percent (5%) of the amount of the bid in the form and subject to the conditions provided in the Information for Bidders. No Bidder may withdraw his bid within ninety (90) days after the actual date of opening thereof. This is an exempt capital improvement project, and Bidders shall not include in their bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work and which are to be separately sold by the Contractor to the St. Lawrence County IDA prior to incorporation into the work of the Contract. All work items of the Contracts shall be substantially completed within 180 calendar days following the date the Contractor is notified to proceed with the work unless such period is extended by the Owner as provided herein. Building demolition and courtyard construction shall occur in phases. Demolition is to be completed by 12/31/2024 and courtyard construction to resume in the Spring of 2025. This is an exempt capital improvement project, and Bidders shall not include in their bid sales and compensating use taxes on the cost of materials which are to be incorporated into the work and which are to be separately sold by the Contractor to the St. Lawrence County IDA prior to incorporation into the work of the Contract. The attention of Bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the Contract. The right is reserved to waive any informalities in the Bid and to reject any or all Bids.
