City of Stillwater/Stillwater Utilities Authority will receive bids for the construction of: Deer Crossing - Woodland Trails Waterline Project Scope of work to primarily include the following: Install 457 LF linear feet of 8-inch HDPE C906 DR9 waterline to connect the waterline in Deer Crossing to the waterline in Woodland Trails. Bids shall be submitted as stated in the Instructions to Bidders. Any bid received by the City Clerk more than ninety-six (96) hours, excluding Saturdays, Sundays and holidays, before the time set for the opening of bids, or any bid so received after the time set for opening of bids, shall not be considered and shall be returned unopened to the bidder submitting same. Bids will be referred to city staff for evaluation. The City Council / Stillwater Utilities Authority may award to the "lowest and best responsible bidder". The Council/SUA reserves the right to reject any or all bids or portions thereof and to waive any technicalities in the bidding process. No bid may be altered, withdrawn, or resubmitted within 45 days after the date set for the opening of bids. Questions regarding the bid package should be directed through electronically. Each bidder is required to submit with their bid a guarantee in the form of an acceptable bidder's bond, a certified check, or a cashier's check on a solvent bank in the state of Oklahoma, and in the amount of not less than five percent (5%) of the amount bid. The successful bidder shall execute a contract within 14 days of Notice of Award by the city. The successful bidder shall file a performance bond, maintenance bond, statutory bond and certificates of insurance in the statutory amounts for public liability and workers compensation insurance at the time of signing the contract. Any agreement entered into as a result of this invitation to bid shall be construed under the laws of the State of Oklahoma, and the venue for enforcement of the agreement shall be Payne County in the State of Oklahoma. The City may issue addenda as may be necessary in the best interest of the public and the City of Stillwater. Addenda issued through online may amend the date and/or time for receipt of bids or any specification, item, document, or requirement in the Bidding Documents. Substantial Completion 30 calendar days $500 calendar day Liquidated Damages Final Completion Whichever occurs first: 45 calendar days, beginning with the date of Notice to Proceed 15 days, beginning with the date Substantial Completion is achieved $500 calendar day Liquidated Damages Question Deadline 10/06/2024 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than ten days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding.
