The authority for this Requestfor Qualifications (RFQ) is found inArkansas Code Annotated &19- 11-801 thru &19-11-805 et seq. which establishes the policy of the State of Arkansas and politicalsubdivisions that contract for professional services be negotiatedon the basis of demonstrated competence and qualifications and prohibits the use of competitive bidding for selection. Thoserespondents soliciting RFQ's shall be appropriately licensed to conduct business as a ConstructionManager in accordance withArkansas State Licensing Law for Commercial Contractors, Act 150of 1965 and Act 162 of 1987, asamended. Owner will receive Statements of Qualifications (SOQ) demonstrating the Proposer's qualifications and the ability to provide CM services for the construction of a senior citizens' center, location TBA (in the corporate limits of Hot Springs, Arkansas). The CM Contract has an expected preconstruction services start date not later than Jan. 1,2025. The submitting CM firm shall provide a single point of contact with a valid email address through the advertisement period at the time of the solicitation. Neither Owner, Owner's Advisor, Engineer or Architect will be responsible for RFQ Documents, including addenda, if any, obtained from sources other than from Owner, as indicated above. The contracting party shall not discriminate on the basis of race, sex, color, national origin, gender, sexual orientation, gender identity, or disability. It is the County's policy to encourage the involvement of Disadvantaged Business Enterprises(minority- owned and women owned businesses) in any contract award process. DBE's are particularly invited to submit proposals. Non-DBE firms are encouraged to arrange subcontracts or joint ventures with DBE's prior to the submission of their proposals.
