Water Distribution System Improvements-Phase I. Description: The work includes the following approximate quantities for construction: 8-Inch Water main Ductile Iron CL 52 1350 LF 1-Inch Type K Copper Pipe 100 LF Pressure Reducing Station 1 EA 12-Inch CMP 65 LF Rock Excavation 700 CY Bituminous Pavement 550 TONS Bituminous Curb 675 LF Traffic Control 1 LS The anticipated substantial completion date is 08/29/2025 and final completion date is 10/01/2025. Instructions to Bidders. R No proposal will be accepted unless accompanied by a certified check or bid bond equal to at least 5% of the amount bid, payable to the Owner as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and bond within 15 days after the award of the contract. The certified check or bid bond will be returned to the bidder as soon as the contract is signed, and if after 15 days the bidder shall fail to do so, the certified check or bid bond shall be forfeited to the Owner as liquidated damages. No bidder may withdraw their bid within 60 days after the actual date of the opening thereof. Non-Discrimination. The Public Entity agrees to not engage in discriminatory employment practices regarding the Project, or operation or management of the Real Property and, if applicable, Facility, and it shall, with respect to such activities, fully comply with all of the provisions contained in Chapters 363A and 181 of the Minnesota Statutes that exist as of the date of this Agreement and as such may subsequently be amended, modified or replaced from time to time. Worker's Compensation. The Public Entity agrees to comply with all of the provisions relating to worker's compensation contained in Minn. Stat. 176.181, subd. 2 and 176.182, as they may be amended, modified or replaced from time to time, with respect to the Project and the operation or management of the Real Property and, if applicable, Facility Prevailing Wages. The Public Entity agrees to comply with all of the applicable provisions contained in Chapter 177 of the Minnesota Statutes, and specifically those provisions contained in Minn. Stat. 177.41 through 177.435, as they may be amended, modified or replaced from time to time with respect to the Project and the operation of the Governmental Program on or in the Real Property and, if applicable, Facility. By agreeing to this provision, the Public Entity is not acknowledging or agreeing that the cited provisions apply to the Project or the operation of the Governmental Program on or in the Real Property and, if applicable, Facility. The minimum wages to be paid on the project shall be in accordance with the wage rate scale established by the State of Minnesota wage rates as established by the Minnesota Department of Labor and Industry. In addition, the successful Bidder will be obligated to enter into and comply with both the Responsible Contractor Requirement (Chapter 253 [16C.285]) Six Good Faith Efforts. Prime Contractors must follow and document their good faith efforts in both the procurement process and by complying with specific contract language. The Six Good Faith Efforts in the project technical specification are to ensure that DBEs have the opportunity to participate in procurements, by increasing DBE awareness of procurement efforts, and outreach. Owner reserves the right to waive any informalities or to reject any or all bids.
