For questions related to the scope of work, bidders are encouraged to call the Architect at (719) 260-0039. Attention is cited to the provisions for equal payment of not less than the minimum salaries and wages set forth in the Contract Documents (Davis-Bacon Act). Minority and female owned businesses are encouraged to participate in this project. This project is governed by Section 3 of the Housing and Urban Development Act of 1968, as amended. 12 U.S.C. 1701u, requiring to the greatest extent feasible, opportunities for training and employment be given to lower income residents of the area and contracts be awarded to business concerns located in or owned in substantial part by persons residing in the area of the project. All work is to be completed within one hundred twenty (120) days after the date of the Notice to Proceed. Each bid over the amount of $25,000 must be accompanied by a Certified Check or Cashier's Check in an amount equal to five percent (5%) of the total bid, payable to the Housing Authority of the City of Colorado Springs, or by Bid Bond in a like amount on the form supplied in the Bid Documents, executed by a Surety Company. The successful bidder will be required to furnish and pay for satisfactory performance and payment bond or bonds. (see page 3 section 10-assurance of completion on HUD form 5369) No bid may be withdrawn within thirty (30) days after the scheduled date for receipt of bids. The Owner reserves the right to accept or reject any or all bids and to waive any informalities.
