Request for Proposals for Grant Administration and Professional Engineering Services The City of Bristol requests proposals to provide administration and engineering services for the City's $649,881.00 CDBG Small Cities Community Development Block Grant (CDBG) for a Neighborhood Revitalization Project; Grant FFY 2022 Funding Cycle. Grant funds will be used for a waterline replacement project and other associated infrastructure improvements, including adding new fire hydrants and replacing existing water meters with remote read meters. Administration services shall include, but not be limited to reviewing and developing necessary policies and procedures, conducting environmental review(s), coordinating with Florida Commerce, developing and administering contract(s), tracking and managing program funds in compliance with program guidelines, fair housing activities, and providing reports and technical assistance. Engineering services will include design and permitting services, construction contract bidding and award, services during construction, inspection services, and other additional services if required. Proposals may be submitted for one or both services, however, if submitting for both services each proposal shall be submitted separately. Evaluation and contracts for each service shall be separate as applicable. Administration Services proposals shall be evaluated using the following criteria: Evaluation Factor Possible Points 1. Past experience of firm in successfully administered CDBG projects.20 2. Available efficiency taking into consideration the type, number and geographical distribution of grants administered by the firm.20 3. Reputation of firm based on knowledge, references or research by the jurisdiction.30 4. Willingness to provide services within the CDBG budget.10 5. Small, minority or female-owned business 10 6. Experience with similar state or federal Programs for Small Cities and Counties.10 TOTAL POINTS 100 Engineering Services proposals shall be evaluated using the following criteria: Evaluation Factor Possible Points 1. Specialized experience or technical expertise of firm and its personnel in connection with types of services to be provided and complexity of project.25 2. Past record of firm to perform work within time limitations taking into consideration firms current and planned workload.25 3. Past record or firm with government and other clients, including quality of work and timeliness20 4. Knowledge of State and Federal rules and regulations regarding state and federally funded projects.10 5. Successful similar experience with Florida Small Cities and Counties 15 6. Certified Minority/Woman Owned Business 5 points for prime, 3 points max for sub TOTAL POINTS 100 Questions shall be directed to Robin Hatcher, City Clerk at rmh.cityofbristol@fairpoint.net. The City reserves the right to request clarification of any information submitted by proposers, and with suitable basis, also reserves the right to reject any and all proposals, and to waive any informalities or irregularities in the proposal process. Contracts are subject to the City of Bristols execution of a funding agreement with Florida Commerce and Florida Commerces release of funds. A person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid, proposal, or reply on a contract to provide any goods or services to a public entity; may not submit a bid, proposal, or reply on a contract with a public entity for the construction or repair of a public building or public work; may not submit bids, proposals, or replies on leases of real property to a public entity; may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity; and may not transact business with any public entity in excess of the threshold amount provided in s. 287.017 for CATEGORY TWO for a period of 36 months following the date of being placed on the convicted vendor list.
