The City of Willits (CITY) is soliciting Qualifications for on-call professional consulting services, including but not limited to, civil engineering, water and wastewater engineering, project management, environmental permitting/compliance, construction inspection, materials testing, land surveying, and other related services. The CITY is looking for Qualifications from firms or individuals who can provide quality consulting services to the CITY over the Fiscal Years 2024-2025, with the potential of such services being extended for up to two additional fiscal years at which time renegotiation of fees may occur. The CITY is looking for one or more consultants or consulting firms that can provide all or a portion of these services. The City is not looking for teams of consultants. Consultants are encouraged to submit qualifications for any of the requested services in which they have relevant experience. The selected consultant(s) will then be eligible to perform work for the CITY, as needed, for specific projects. When a specific project arises, the CITY will contact one or more appropriate "On-Call" firm. The CITY will execute a Task Order that will include a scope of work and associated "Not to Exceed" payment sections. The CITY will assign service requests (task orders) as determined appropriate by the Director of Public Works or City Manager. The selected Consultant(s) will be responsible for completing the tasks and milestones according to a negotiated timeline. Tasks may be added and/or redefined based on subsequent negotiations. Upon execution of an AGREEMENT with the CITY, Consultant will meet with staff to discuss/clarify the desired goals and outcomes of said AGREEMENT. The City anticipates the total cumulative on-call contracts awarded through this RFP to total $1,350,000 for a term ending June 30, 2026. Individual contract amounts will vary based on the services supplied by the selected consultants. Scope of Potential Services General consulting, including development of plans and specifications, for water, wastewater, storm drain, street project, planning, and other capital improvement projects. Technical evaluation of projects. Provide ongoing support and oversight to engineering staff and department supervisors. Environmental services, including: preparation of environmental documentation, compliance with CEQA and NEPA requirements, permits, and any necessary field assessments. Technical review and approval of subdivisions, boundary line adjustments, property maps, legal descriptions, and other related documents and processes. Field surveys and observation of improvement projects. Construction inspection and construction management. Materials testing for construction projects. Architectural design and review GIS implementation and management Conducting geological assessments for the City Assist with the City's compliance with all Federal, State, County and local laws and regulations. Preparation of any applicable documentation required by funding agencies (including DBE and other Federal funding requirements). Reservation of Rights The following reservation of rights shall apply to both the RFP and the Task Order process: The City reserves the right to forego the competitive task order process and select consultants, already under contract through this process, for any project for which the City will not be seeking reimbursement from the State or Federal government. The City reserves the right, in its sole and absolute discretion, to accept or reject any or all submittals, in whole or in part, with or without cause. The City reserves the right to waive, or not waive, informalities or irregularities in terms or conditions of any submittal if determined by the City to be in its best interest. The City reserves the right to request additional information from any or all consultants. The City reserves the right to reject any submittal that it determines to be unresponsive and deficient in any of the information requested within RFP. The City reserves the right to retain all submittals and to use any ideas in a submittal/proposal regardless of whether that submittal is selected. Submission of a proposal indicates acceptance by the firm of the conditions contained in this RFP, unless clearly and specifically noted in the submittal. The City reserves the right to disqualify submittal that fail to respond to any requirements outlined in the RFP, or failure to enclose copies of the required documents outlined within RFP. The City reserves the right to conduct a third-party quality assurance review of the consultant's work. The City retains sole discretion to evaluate submittals/proposals and may make an award to the Consultant(s) the City deems to be most responsive. Receipt of submittals in response to this RFP does not obligate the City in any way to engage any Consultant. City reserves the right to reject any or all submittals, wholly or in part, at any time, without penalty. The City shall retain the right to abandon the RFP process at any time prior to the actual execution of a contract with a Consultant, and the City shall bear no financial or other responsibility in the event of such abandonment. The City reserves the right to negotiate all final terms and conditions of any agreements entered into. The City reserves the right to cancel any or all contracts after execution and release another RFP within the contract term. Submittals must be received. Scanned or photographic data may be submitted in PDF or JPG format. Emailed proposals may include a link to an FTP site if proposal files are too large to attach. Mail hard copies of fee schedules to the above mailing address Consultants' rankings released 10/07/24 Consultant interviews & contract negotiation completed by 10/23/24 Council award 11/13/24 This AGREEMENT shall go into effect on December 1, 2024, contingent upon approval by CITY, and CONSULTANT shall commence work after notification to proceed by CITY'S Contract Administrator. The AGREEMENT shall end on June 30, 2026, unless extended by AGREEMENT amendment. The method of Contractor Selection has not been Determined at this time.
