The County of Volusia, Department of Public Works, Road & Bridge Division, is seeking a single, responsive and responsible bidder for the Pooser Pond Stormwater Improvements Project in Orange City, Florida. The lowest responsive and responsible bidder shall be responsible for all applicable permitting, labor, materials, equipment, tools, transportation, services, and incidentals necessary to complete all Work required by the specifications and as shown on the drawings. Bidders shall bid on all items in order to be considered responsive. The contractor shall provide a complete job, including all labor, equipment, supplies, and materials and perform all operations necessary as specified within the plans. Pooser Pond is located in a primarily residential and commercial area between East Elm Drive and Hibiscus Parkway, just to the east of US-17/92 (South Volusia Avenue). The project includes installation of a permanent pump station that will allow for the lowering of water levels in Pooser Pond and an adjacent stormwater pond in advance of forecasted significant storm events. The pump station will convey water to a large depressional area located east of Parkview Avenue. There is a second conveyance piping and temporary intake pump station pad to be constructed along a depressional area to the north of East Holly Drive. Question Submission Deadline: October 10, 2024, 11:59pm. Term: Total contract time: 240 days ESTIMATED CONSTRUCTION COST: $2,433,931.00. A Bid bond shall accompany each Bid in an amount not less than five percent (5%) of the Bid amount and shall be valid for a period not less than one hundred twenty (120) days. If a Bid bond is used, the Bidder shall complete and submit the Bid bond form provided in this solicitation. After the County and the successful bidder have executed a written Contract and the successful bidder has recorded an acceptable Payment and Performance Bond or if one hundred twenty (120) days have passed after the date of the formal opening of the Bids and no Contract has been awarded, the Bid security of any Bidder will be returned upon written demand. Simultaneously with the delivery of the executed Contract to the County, a bidder to whom a Contract has been awarded must deliver to the County, executed, separate Payment and Performance Bond on the prescribed forms, each in an amount of one hundred percent (100%) of the Contract price of the accepted Bid proposal as security for the faithful performance of his Contract and for the payment of all persons performing labor or furnishing materials in connection therewith. A Bid may be withdrawn i) prior to Bid opening via the County's eProcurement Portal or ii) after one hundred twenty (120) days from Bid opening. In the second instance ('ii'), this only applies to bidders notified by the County in letter form that their Bid will not be accepted. Right to Accept or Reject Bids Bids which contain modifications, incomplete, unbalanced, conditional, obscure, or which contain additions not requested, or irregularities of any kind, or which do not comply in every respect with the instructions to bidders and the Contract documents may be rejected at the option of the County. The County does not bind itself to accept the minimum Bid stated herein, but reserves the right to accept any Bid, the County deems to be the lowest responsive and responsible bidder, and which in the judgment of the County will best serve the needs and interests of the County.
