Sanitary District Septic Tank Effluent Pump (Step) System Installation and Connection - Resolution 235. Solicitation Summary The Scope of Work consists of performing all necessary work to install Septic Tank Effluent Pump (STEP) systems and connect them to the County's sewer force main from the existing service valve near the property line. Work also includes abandoning the existing septic tanks on the properties included in the project. There are approximately 300 STEP systems to be installed and connected under Contracts A - G for Resolution No. 235 as noted on the Bid Form. The total number of systems connected will be based on property owner participation and will likely be less than the estimated 300 systems. Qualified minority business enterprises (MBEs) and women's business enterprises (WBEs) are especially encouraged to participate. For any subcontracts, the prime contractor shall take affirmative steps to assure that small, minority and women's businesses are used where possible. Funding for this project is provided in part by the Clean Water State Revolving Fund and the Bay Restoration Fund. In instances where there are differing requirements between the two funding sources, the more stringent requirements shall govern the project. The County Council of Talbot County, Maryland reserves the right to reject any or all bids, or to accept any bid, alternate, or any portions thereof when, in their judgement, the public will be better served.
