The project consists of the following: Excavation and construction of a roofed heavy use area for livestock with attached manure stacking structure and separate roofed animal mortality facility. Associated practices include roof gutters, subsurface drainage, underground outlets, rock lined outlets, a small diversion, access roads, animal trails, stormwater management practices, and post construction seeding/mulching. Question Deadline 09/28/2024 Bidders shall submit all questions about the meaning or intent of the Bidding Documents no later than five (5) days prior to the date of receipt of bids or by phone call to UCCD (Greg Bonsall); at (570-524-3860), or via email at gbonsall@unionco.org. Bids may be held by the UCCD for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The UCCD reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts. The project is grant funded and subject to all related regulations. Awards shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.
