The contractor is obligated to adhere to both of these time constraints and must not exceed both of them. The proposed Work is generally described as follows: 1. Perform site investigation, surveying and exploratory excavation to strategy bypass. 2. Set up, operate and maintain a temporary bypass system to isolate structures and equipment for rehabilitation work. 3. Demolition and salvage of various equipment at the headworks and septage receiving area. 4. Various extent of rehabilitation work which includes but not limited cleaning, rebuilding and concrete corrosion protection for the following infrastructure: a) Headworks vault b) Headwork box c) Meter vault d) Influent box e) 60-inch influent piping connecting the headworks vault and influent box f) Screens wet well and channels g) Influent pump station wet well 5. Demolition and replacement of slide gates. 6. Demolition and replacement of Influent Pump Station (IPS) pumps suction pipe wall spools. 7. Demolition and replacement of two IPS pumps and motors (Pump 1 and Pump 6) and addition of soft starters and full voltage non reversing bypass for these two pumps. 8. Provide and install new channels and wet well fiberglass reinforced plastic cover. 9. Upgrades of the IPS ventilation system at the lower level (Screen Room) of the IPS. 10. Chip out existing paint and repaint the bottom level of the IPS (Screen Room). 11. Demolish existing septage receiving station and building and upgrade the existing septage receiving station including a pre-fabricated metal building, receiving station and haulers logging system. 12. Furnish, install and operate/maintain a temporary septage receiving station until the existing septage receiving is upgraded, tested and bypass operation is completed. 13. Jet clean the 42" sewer line from the temporary septage receiving station to the entry point of the headworks vault. Contractor shall dispose debris, solids, sludge from jet cleaning to landfill. 14. Replacement of conduits and wire for equipment and instruments in the IPS bottom level (Screen Room) and mezzanine level (Pump Room). 15. Replacement of conduits and wire for equipment and instruments in the septage receiving area. 16. Installation of radar level instruments at the IPS wetwell. 17. Replacement of lighting with LED fixtures and 120V receptacles at the IPS. 18. Replacement one light pole and fixtures with two light poles and fixtures at the septage receiving area. The Engineer's estimate anticipates that the total bid price will be 14.5 million and the Contract Time for the completion of all the Work of the Project is following: 1. Contractor must complete all the work of the project within 500 Working Days 2. By-Pass operation is permitted only during dry season (April 15 to October 15). Contractor is required to provide the City with a full operational headworks facility that can process wet weather flow for 70 MGD on and after October 15th every year. The Contract will be awarded to the lowest responsible responsive bidder. The City reserves the right to reject any or all Bids, including for any minor irregularities or defects. The City may reject a Bid if the City determines that any of the bid prices are materially unbalanced to the potential detriment of the City. Each bid shall be accompanied by one of the following forms of Bidder's security: cash, certified or cashier's check drawn upon a responsible bank, or Bid Bond executed by an admitted surety insurer, made payable to the City of Santa Cruz. The Bidder's security shall be in an amount equal to at least ten percent (10%) of the total bid price, and shall be conditioned to be forfeited to the City in the event that the Bidder, if their bid is accepted, does not execute the Contract for the Project and provide the required bonds, certificates of insurance, and endorsements as required. A bid will not be considered unless one of the approved forms of Bidder's security is enclosed with it. Bidders and their proposed subcontractors shall hold such licenses as may be required by the laws of the State of California for the performance of the Project, as specified in the Contract Documents. Bidders bidding as the Prime Contractor shall possess a valid California Contractor's General Engineering License "A" at the time of contract bid and throughout the contract term until Notice of Final Acceptance has been issued. The Contractor will also be required to ensure that all subcontractors working on this Project are holding valid licenses suitable for their trade throughout the contract term until Notice of Final Acceptance has been issued. Failure to possess the specified license at the time the bid is submitted shall render the bid non-responsive.
