The Proposed Work Includes: The demolition of the existing concrete ground storage tank and replacement with a new 75,000 gallon bolted steel tank; Well House #1 floor slab repair, chemical contact tank removal, roof replacement, and yard piping modifications; replacement of approximately 7,500 lineal feet of old 6" cast iron mains, HDD installation of approximately 900 feet of 2" water main, asphalt patching and repair, and miscellaneous repairs at Tank #2 and Well House #2. Bidders MUST be registered with the Engineer as a plan holder in order to submit a bid for consideration. Sealed bids must be submitted for the project on unbound Bid Form set included with the bidding Documents. Bid envelope must state "Newburg Water System Improvements". Failure to state this on the bid envelope may result in the bid being returned without being considered. Each bid must be accompanied by a bid guarantee equivalent to 5% of the bid amount. This can be secured by a bid bond or certified check and must be included with the bid. Each bidder must deposit his bid security in the amount, form and subject to the conditions provided in the Information for Bidders. No bidder may withdraw their bid within 90 days after the actual date of bid opening. For more information, contact the City of Newburg, 573-456-2002. Bidders on this work will be required to comply with the President's Executive Order Number 11246. Requirements for bidders and contractors under this order are explained in the specifications. In accordance with the Federal Funding Accountability Act of 2006, the contractor assures that it, as well as it's subcontractor(s), shall register in the System for Award Management (SAM). Requirement is further explained in the specifications . Parties listed in the General Services Administration publication entitled "Lists of Parties Excluded from Federal Procurement or Nonprocurement Programs" shall not be considered for award of the project. Bidders are required to submit appropriate certification with their bid proposal. Any bidder or equipment supplier whose firm or affiliate is listed on the General Services Administration (GSA) publication entitled "Lists of Parties Excluded from Federal Procurement or Nonprocurement Programs" will be prohibited from the bidding process. Anyone submitting a bid who is so listed will be determined to be a nonresponsive bidder in accordance with 40 CFR 32. A contractor's Suspension/Debarment Certification will be contained in the specifications; however, this certification should not preclude any interested party from ascertaining whether the certifying firm or person is actually on the list. To determine a person's and/or firms' eligibility for award in accordance with the Debarment, Suspension, and Voluntarily Excluded Regulation, 40 CFR 52.500(b), contact the grantee's authorized representative. The Owner reserves the right to reject any or all bids, to waive informalities or irregularities, and to determine the lowest responsive and responsible Bidder, and to award the contracts on that basis. The prevailing hourly rate of wages, as determined by the Industrial Commission of Missouri, or Davis Bacon Act will be complied with on this project, and not less than the prevailing hourly rate of wages as found by the agencies or Court of Appeals shall be paid to all workmen performing work under this contract. The project is tax-exempt. Each bidder must carefully consider specific contract requirements, including: conditions of employment to be observed; Davis Bacon and/or State Prevailing wage rates to be paid under the contract; Segregated Facilities; Section 109; and Executive Order 11246 and compliance with the OSHA 10 hour construction safety course. Documentation of compliance with E-Verify is required. MBE,WBE and Section 3-DBE bidders are encouraged to bid.
