Roots shall be removed in the sections designated by the Project Manager where root intrusion is a problem. Special precautions should be exercised to assure removal of visible roots from the joint area, which could hinder normal flow. The use of mechanical devices such as kites, balls, rodding machines, expanding root cutters, porcupines, and hydraulic procedures such as high-pressure jet cleaners shall be used, as required. A Pre-Placed Emergency Two Year (2) Contract for Emergency Cleaning of Drain Lines as needed for the Public Works Department of Drainage, East and West Bank Division to begin on the date the contract is executed. All of Jefferson Parish, both incorporated and unincorporated, are to be included. Once work has begun at a specific location, the Contractor must "commercially reasonable" pursue the work to be done until the work is completed. The Parish reserves the right to order the Contractor to dispatch additional men and equipment to the job site if, in the opinion of the Project Manager, work is not proceeding in an orderly manner a) A bid guarantee from each bidder equivalent to five percent of the bid price. The ''bid guarantee'' must consist of a firm commitment such as a bid bond, certified check, or other negotiable instrument accompanying a bid as assurance that the bidder will, upon acceptance of the bid, execute such contractual documents as may be required within the time specified. b) A performance bond on the part of the contractor for 100 percent of the contract price. A ''performance bond'' is one executed in connection with a contract to secure fulfillment of all the contractor's obligations under such contract. c) A payment bond on the part of the contractor for 100 percent of the contract price. A ''payment bond is one executed in connection with a contract to assure payment as required by law of all persons supplying labor and material in the execution of the work provided for in the contract.
