The City of Bangor (City) is requesting price proposals to complete a boundary and topographic survey of Cascade Park as depicted in the attached aerial. The intent of this survey is to provide a detailed base map. This base map will be used to complete future improvements to the park as well as a number of significant stormwater and water circulation improvement projects necessary for the City to complete in the near future. The City would like to have this work completed as soon as possible. The Proposer shall provide a lump sum price to complete the work as detailed within this request, as well as a realistic completion date that the Proposer can commit to providing the finished product. Scope of Services The limits of the survey will include an area as indicated on the attached aerial. The survey and the deliverable mapping will be as follows: A. The survey will be prepared in AutoCAD format, using conventional layering. Files will be delivered in AutoCAD version 2023 format. B. Final mapping will be prepared at a normal mapping scale of 1" = 40' with a contour interval of 1-foot and spot elevations in flat areas. C. The survey will include above-ground topographic features including, but not limited to, vegetation, structures, roadway limits, sidewalks, trails, walls, abutments, fence lines, stone walls, landscape features that include limits of the existing fountain and grotto, power poles, overhead utilities, towers, signs, concrete pads, parking areas, and other improvements. D. The survey will include buried utilities and structures, including, but not limited to, catch basins, manholes, utility valves, curb boxes, water mains, telephone, 1Vcable, storm and sanitary sewers, compiled from available mapping as supplied by the respective utility company or government agency. Structures will include rim and invert elevations. Surveyor shall contact Dig Safe to field locate all underground utilities. E. Horizontal and vertical control points will be set throughout the project area. Vertical control will be established as a part of closed-level loops. F. The survey will be tied to the North American Datum of 1983 (NAD83) projected onto the Maine State Plane Coordinate System, East Zone, and North American Vertical Datum of 1988 (NAVD88). G. The plan will depict property, street right of way, and easement lines as compiled from available assessor's mapping or the City GIS data, and zoning as compiled from the City GIS data. Submission of documents can be completed by: A. Emailing to bids@bangormaine.gov; or B. Hand Deliver to Purchasing Department, 262 Harlow Street, Bangor, ME (back entrance of building at City of Bangor entrance); or C. US Post Office addressed to City of Bangor-Purchasing Department, 73 Harlow Street, Bangor, ME 04401; or D. All Other Delivery Services addressed to City of Bangor-Purchasing Department, 262 Harlow Street, Bangor, ME 04401. A tabulation of all received proposals will be posted electronically. Question Deadline 10/04/2024 at 4:30 PM ET Any questions must be directed in writing to bids@bangormaine.gov. The City will provide a response by 4:30 P.M. on Friday, October 11, 2024. This response will be in the form of an addendum, accessible electronically. Notifications will be sent to the Registered Vendor List when new addenda are released. To receive these updates, the City strongly encourages all potential bidders to register as vendors online. It is the responsibility of the Proposer(s) to see that their proposals have sufficient time to be received by the Purchasing Department before the submittal deadline. Any proposal, portion of a proposal, or requested proposal revision received at the City Purchasing Department after the time and date specified, will be returned to the Proposer unopened. The City reserves the right to reject any proposals, waive any informalities or defects in proposals, or accept a higher cost proposal if it is deemed to be in the best interest of the City. The City also reserves the right to request clarification, of any details, from the successful Proposer. The evaluation of proposals and determination of the award will be at the discretion of the City, and its judgment shall be final and without right of recourse by any Proposer. All work shall be completed within forty-five (45) calendar days of a written notice to proceed from the City of Bangor. The method of Contractor Selection has not been Determined at this time.
