The City of Moreno Valley (City) requests the submission of Request for Qualifications (RFQual) from qualified firms to provide Design-Build services.. You are hereby invited to submit a completed Pre-Qualification Questionnaire and other material requested herein, as well as attachments for Public Works/ Electric Utility. Moreno Valley was incorporated in 1984 as a General Law City, merging the communities of Moreno, Sunnymead and Edgemont. The City operates under a Council-Manager form of government. The City Council is comprised of an elected Mayor and four Council Members elected by district. The City has a committed customer-service oriented workforce comprised of more than 450 employees who provide a wide-range of municipal services including Public Works, Economic Development, Community Development, Parks and Community Services, Financial and Management Services and Library services. The City contracts with Riverside County for Police and Fire services. No phone calls will be allowed. The City of Moreno Valley reserves the right to adjust, increase, limit, suspend or rescind the pre-qualification rating based on subsequently learned information. Design-Build Entities whose rating changes sufficient to disqualify them will be notified, and given an opportunity for a hearing consistent with the hearing procedures described in the Notice of Appeal section of this RFQual for appealing a pre-qualification rating. The City of Moreno Valley reserves the right to waive minor irregularities and omissions in the information contained in the pre-qualification application submitted, to make all final determinations, and to determine at any time that the pre-qualification procedures will not be applied to a specific future public works project. Project funding is from the City's Electric Restricted Asset Fund (Fund 6011 30 80 80005 720199). The total budget for the design and construction of the project is approximately between $7,000,000 and $8,000,000 which covers all costs for design, fabrication, delivery, installation, commissioning, and any and all items required for the completion of the project. Responses to the forthcoming Request for Proposal will be required to include a Guaranteed Maximum Price that is less than or equal to the total budget.
