Provide General Contractor as Construction Manager-at-Risk CMAR services for the Maintenance Building Annex at Bayport Container Terminal the Project. By way of this Request for Proposals ("RFP"), the Port of Houston Authority ("Owner") invites interested firms ("Respondents") to submit proposals ("Responses" or "Proposals"), including Statements of Qualifications ("SOQ"), and Financial Proposals ("Financial Proposals") in accordance with the Section 60.462 of the Texas Water Code, to provide general contractor as Construction Manager-at-Risk ("CMAR") services for the Maintenance Building Annex at Bayport Container Terminal (the "Project"). This is a "Best Value" selection process. The Maintenance Building Annex at Bayport Container Terminal involves constructing a pre-engineered metal building (approximately 28,540 sqft.) for the Port Houston's Maintenance group with workshop spaces for engine, metal, general use, and electronics maintenance. These spaces will support Rubber Tire Gantries ("RTGs") and other Port Houston vehicles. Additionally, the facility will include mechanic work bays, parts rooms, a tool room, a battery room, lube tanks, and an engine wash space area. It will also feature locker rooms for men and women with restrooms and showers, support office spaces, a training room, and associated MEP and IT spaces. The site is located on the east side of the existing Maintenance and Repair ("M&R") Building. Estimated Budget: Port Houston's estimated budget for the Project is $14,320,000 (the "Budget"), which includes the Cost of Work (including General Conditions), Preconstruction Fee, CMAR Fee, and a 5% Contractor contingency. This is defined in A133-2019 Article 1.1.3. The CMAR will be expected to work with the Design Consultant team and Owner to remain within the estimated Project Budget and schedule. Project Completion Date: This project is expected to be completed by December 2026 Port Houston reserves the right to contact any Respondent for clarification after Proposals have been received. Except as provided in the Standards for Employee Interaction with Interested Parties ("Standards") and/or in accordance with the Procurement Policy approved by the Port Commission, Interested Parties shall not communicate with Port Houston employees or Port Commissioners regarding their Proposals or bids during the period commencing on public issuance of a solicitation and ending when Port Houston posts public notice of the agenda for the meeting during which the solicitation is scheduled for Port Commission action.
