The City of West Haven is seeking proposals from qualified contractors to provide oncall plumbing services on an as -needed basis. The awarded contractor(s) will enter a multi-year contract (two years, with an optional one-year extension) to perform various plumbing services across city-owned properties and facilities. The RFP outlines the scope of work, proposal requirements and evaluation criteria. The scope of work includes, but is not limited to, the following: 1. General Plumbing Services: o Installation, repair, and maintenance of plumbing systems, fixtures, pipes, valves, water heaters, and related infrastructure. o Troubleshooting and emergency repairs for leaks, drainage issues, and other plumbing failures. o Periodic inspections of plumbing systems to ensure compliance with local and state codes. 2. Emergency Plumbing Services: o 24/7 emergency response for critical issues requiring immediate attention. o Ability to mobilize within two (2) hours for emergency service calls. 3. Specialized Plumbing Services: o Replacement or repair of water supply and drainage lines. o Installation and maintenance of water filtration systems, water heaters, and related equipment. o Plumbing services for renovations or new construction projects as needed. 4. Compliance: o Ensure all work complies with local, state, and federal regulations, including building codes, safety standards, and environmental laws. Question Deadline 09/26/2024 at 12:00 PM ET All questions regarding this request for proposal should be directed by email to Kathy Chambers, Senior Buyer Procurement Analyst, City of West Haven, at kchambers@westhaven-ct.gov. The contract term will be for two (2) years, with an option for the City to extend the agreement for an additional one (1) year based on satisfactory performance and mutual agreement. The City may reject a bid, if the Bidders historical performance, in the City's sole opinion, has been unsatisfactory in any manner or if the Bidder has habitually or otherwise, disregarded its obligations to subcontractors, suppliers, or employees. For all bids over $50,000, the Bidder must furnish with its bid, a bid guarantee in the amount of five percent (5%) of its total bid price. A bid guarantee is either: A Bid Bond or A Certified Check made payable to: Treasure, City of West Haven. Failure to enclose a Bid Surety with your bid, when required, or to submit a surety other than those specified, is caused for rejection. Upon the City's bid award, unsuccessful bidder may request the City to return its Bid Surety. The City will retain the successful (awarded) Bidder's surety, until it has fulfilled its obligation with the City of West Haven. For each contract exceeding one hundred thousand dollars ($100,000) in amount, Bidder must furnish to the City, on or before signing the award contract, a performance bond in the amount of the bid (100% bond). In accordance with Conn. Gen. Stat.49-41 (a), for each contract exceeding one hundred thousand dollars ($100,000) in amount for the construction, alteration, or repair of any public building or public work of the City, Bidder must furnish to the City on or before signing the award contract, a payment bond in the amount of the bid amount (100% bond) The City may reject any or all bids, or all options, in whole or in part, and may award any item, group of items, or the entire solicitation, if the City believes it is in its best interest. Bidder may not withdraw its bid for a period of sixty (60) calendar days of the date of the bid opening. If City cannot award a contract within sixty calendar days, the City and the successful bidder, may extend this time ONLY by mutual agreement. If awarded a municipal public works contract, Bidder will comply with Conn. Gen. Stat. 4a-60, Nondiscrimination and affirmative action provisions in awarding agency, municipal public works, and quasi-public agency project contracts. If awarded a contract for the construction, alteration, or repair of any public building, Bidder will comply with West Haven Ordinance 12-2(B), concerning equal opportunity in employment. If awarded a contract for construction in excess of $2,000, labor wage rates may apply.
