Project Overview: The West Stockbridge Affordable Housing Trust Fund Board seeks to engage a consultant for a 12-month contract commencing on November 1, 2025, to conduct a needs assessment and develop an action plan. The objective is to gather essential data, assess the current affordable housing landscape, and create a strategic plan that serves as a precursor for the eventual development of a Housing Production Plan and programs and initiatives to address the findings. Scope of Work: The consultant's responsibilities will include, but are not limited to: Needs Assessment: a. Conducting a thorough analysis of the current housing market in West Stockbridge. b. Identifying and quantifying the demand for affordable housing within the community. c. Assessing the existing housing stock, including available units and their affordability. Community Engagement: a. Facilitating stakeholder meetings with residents, local government officials, and relevant organizations to gather input on housing needs. b. Analyzing feedback and incorporating community perspectives into the needs assessment. Action Plan Development: a. Synthesizing the findings of the needs assessment into actionable recommendations. b. Developing an action plan that outlines the key elements for successful affordable housing initiatives. c. Providing guidance on potential funding sources, incentives, and partnerships to support affordable housing efforts. Trust Fund Board of Trustees Action Plan: a. Collaborating with the Affordable Housing Trust Fund Board of Trustees to define their roles and responsibilities in implementing the action plan. b. Establishing a timeline for the board to review, approve, and implement the recommended strategies. c. Providing training and support to ensure the effective execution of the action plan. Proposal Submission Requirements: Interested consultants must submit a proposal that includes the following information: Overview of the consultant's qualifications and relevant experience.
