The California Department of Forestry and Fire Protection (CAL FIRE), Technical Services Division, is requesting Statements of Qualifications (SOQ) from Civil Engineering firms, pursuant to Government Code 4525 et. seq. This solicitation is to establish retainer agreements with qualified firms to be used on as-needed basis by CAL FIRE. Successful firms may be awarded multi-year $520,000.00 agreements, up to three (3) years, on a fixed rate basis. Task Orders for the retainer agreement for specific projects will be prepared on an as needed basis. The scope of services and total fee for individual Task Orders will be negotiated utilizing the rates specified in the retainer agreement. The State does not guarantee any Task Orders will be made under the agreements during the contract period to the selected firms(s). Contractor shall provide all materials, labor, equipment, tools, permits, taxes, transportation, and fees to provide Professional Engineering and Design Services for infrastructure projects at CAL FIRE's Southern Region facilities as described in Exhibit A, Scope of Work. Task Orders will be issued for specific projects. CAL FIRE does not guarantee a specific number or dollar amount of Task Orders to be issued under the agreement during the contract period to the selected firm. Question Deadline 09/27/2024 at 2:00 PM PT Potential Respondents may submit written questions regarding the proposal. All questions should be emailed to anton.snytkin@fire.ca.gov. No Questions will be accepted after time and date. Written questions must include: the individual's name, firm name, complete address and must reference RFQ No. 4CA06643. Written responses to all questions will be collectively compiled and posted, as an Addendum electronically. This Agreement shall commence on November 01, 2024 (estimated) or upon approval by the California Department of Forestry and Fire Protection (CAL FIRE), whichever is later, and no work shall begin before that time. This Agreement is of no effect unless approved by CAL FIRE. Contractor shall not receive payment for work performed prior to approval of the Agreement and before receipt of notice to proceed by CAL FIRE Project Representative. This Agreement shall expire on October 31, 2027 (estimated). The services shall be provided during normal working hours, Monday through Friday, 8:00 a.m. to 5:00 p.m., except State holidays. The parties may amend this Agreement as permitted by law. The method of Contractor Selection has not been Determined at this time.
