Questions will only be answered if submitted through electronically. Questions will be answered via online and/or via an addendum posted electronically on or before 5:00 pm on Friday, October 11, 2024. All proposals shall be accompanied by a BID BOND in favor of the Effingham County Board of Commissioners in the amount of at least five percent (5%) of the BID for the complete work. The BID BOND shall be forfeited to the Effingham County Board of Commissioners as liquidated damages if the BIDDER fails to execute the CONTRACT and provide PERFORMANCE BOND and PAYMENT BOND within fourteen (14) calendar days after being issued a Notice of Award. A Notice to Proceed will be issued immediately after the receipt of the signed Contract and P&P Bonds, and the Contractor is required to execute the NTP and begin work within fourteen (14) calendar days after signature and issuance of the NTP by the County. Payment will be made on a monthly basis for work performed the previous month, less retainage. The County will retain 5% of the gross value of the completed work as indicated by the current estimate approved by the Engineer. The Completion Date for this Contract shall be within 270 Calendar days from receipt of Notice to Proceed. Effingham County Reserves the Right to Reject Any/and All Bids and to Waive All Formalities.
