Continuing Professional Services Agreement. the City of North Lauderdale (City) is Accepting Statements of Qualifications (Soq) From Professional Florida Registered Firms for the Following Disciplines: Architectural Services Land Architectural and Development Traffic Engineering Environmental Study and Engineering Construction Testing and Inspections General Civil Engineering Land Surveying, Gis Mapping, and Database Management Landscaping Architect Facility Management Water/wastewater and Stormwater Utility Planning, Engineering, and Management Construction Management and Inspection (Cei) Financial Planning and Enterprise Funds Rate Study General Planning Selected Consultants Shall Be Expected to Provide the City Continuing Professional Services on an as-needed Basis Under a Non-exclusive Agreement in Accordance With Floridas Consultants Competitive Negotiations Act (Ccna), Florida Statutes Section 287.055. Contracts Resulting From This Rfq Shall Be Procured in Accordance With Florida Statute and Ccna Guidelines. Submissions to This Rfq Shall Be in Compliance With the State of Florida Competitive Consultants Negotiations Act (Ccna) Fs Chapter 287.055. Cone of Silence Notice: Proposers Are Hereby Notified That This Solicitation is Subject to a Cone of Silence Pursuant to Section 3-7 of the City Code of Ordinances. Local Vendors: the City of North Lauderdale Encourages the Active Participation by Local Vendors. In Addition, the City May Also Receive Funding Through the State of Florida, Broward County, or Federal Agencies Therefore, Consultants Must Complete a Submission in Accordance With Applicable Regulations Contained in Title 2 Code of Federal Regulations (Cfr) Part 200, Appendix Ii as Well as Regulations Promulgated by Federal Agencies, Including Omb, Fema, and Fhwa, as Well as Florida State Agencies Fdot, Fdh, Nrcs, Sfwmd, and Fdep in Conjunction With Any Grant Requirements (Local, State or Federal) and the Citys Needs. Some Funding Agencies May Require Consultant to Comply and Design Projects With the Buy America, Build America Act (Babaa) and Florida Statute Section 255.0993 United States-produced Iron and Steel in Public Works Projects. The Projects May Also Require Davis-bacon Wages Depending on the Federal Funding Source. This Procurement Will Not Qualify for Local Vendor Preference in Accordance With Section 3-12 of the Citys Code of Ordinances. Minority / Womens / Labor Surplus Firms Participation: Per 2 Cfr 200.321 the City of North Lauderdale Encourages the Active Participation of Minority Businesses, Womens Business Enterprises, and Labor Surplus Areas Firms as a Part of Any Subsequent Agreement Whenever Possible Either as Prime Contractors or Subcontractors. If Subcontracts Are to Be Let, Through a Prime Consultant, That Consultant is Required to Take the Affirmative Steps Listed in Items (1) Through (6) Below: 1. Placing Qualified Small and Minority Businesses and Womens Business Enterprises on Solicitation Lists; 2. Assuring That Small and Minority Businesses, and Womens Business Enterprises Are Solicited Whenever They Are Potential Sources; 3. Dividing Total Requirements, When Economically Feasible, Into Smaller Tasks or Quantities to Permit Maximum Participation by Small and Minority Businesses, and Womens Business Enterprises; 4. Establishing Delivery Schedules, Where the Requirement Permits, Which Encourage Participation by Small and Minority Businesses, and Womens Business Enterprises; 5. Using the Services and Assistance, as Appropriate, of Such Organizations as the Small Business Administration and the Minority Business Development Agency of the Department of Commerce; and; 6. The City Shall Require the Prime Contractor, if Subcontracts Are to Be Let, Take the Affirmative Steps Listed in Paragraphs (1) Through (5) of This Section. Cone of Silence Notice: Proposers Are Hereby Notified That This Solicitation is Subject to a Cone of Silence Pursuant to Section 3-7 of the City Code of Ordinances. Local Vendors: the City of North Lauderdale Encourages the Active Participation by Local Vendors. The City of North Lauderdale Reserves the Right to Reject Any or All Proposals, to Waive Any Informalities or Irregularities in Any Proposal Received, to Re-advertise This Rfq, or to Take Any Other Such Actions That May Be Deemed to Be in the Best Interest of the City. The City Anticipates Entering Into Written Agreements With Multiple Consultants for Each Discipline, Who is a Responsive, Responsible Proposer, Meeting All Specifications, and Who Provides the Most Advantageous Solution for the City. The method of Contractor Selection has not been Determined at this time.
