This project will make safety improvements along AA Hwy, a major collector, from 40 Hwy to the eastern City limits. This 2-lane rural highway is experiencing congestion as a result of 150% increase in volumes, which causes back-ups at a blind vertical curve. Five disabling injury crashes are recorded along the corridor. The corridor is also experiencing increased bicycle and pedestrian volume from the nearby Blue Springs South High School, William Bryant Elementary, Young Park, and recent multi-family infill development; it provides a direct connection to the Adams Dairy Parkway Trail. The project will improve the existing corridor to a two-lane roadway with a center turn lane and right turn lanes as warranted, as well as a shared use path, sidewalk, buffered bike lanes, lighting and amenities. The project will consist of the following: topographic and boundary survey, development of plans, specifications, contract documents, and estimates, development of right-of-way documentation and exhibits, public involvement, comprehensive utility coordination services, bidding assistance, and construction services. Interested firms may indicate if they provide construction inspection services, however provision of inspection services will not be a scored component of the statements of qualifications. The project design components will include grading, new asphalt pavement, curb and gutter, hydraulic analysis, culvert extension and/or replacement, storm sewer, streetlighting, ADA compliant sidewalks, bike facilities, signing, pavement marking, watermain, and sanitary sewer design. Analysis and design of the intersection at AA Highway & Adams Dairy Parkway may also be included in this project. The design consultant may also be requested to provide assistance with acquisition activities. The City may, at its election, waive any minor informalities or irregularities in qualifications received or reject any or all qualifications. The method of Contractor Selection has not been Determined at this time.
