The City of Westbrook has been awarded a grant and loan from the Maine Department of Economic + Community Development's (DECD's) Brownfields Revolving Loan Fund (BRLF) for brownfields cleanup work on a 1.06-acre parcel, known as Saccarappa Park, at 885 Main Street in Westbrook, Maine (hereafter referred to as the Site). The intent of this Project is to address lingering environmental concerns (i.e., soil contamination) on the parcel resulting from a long history of industrial use at the Site1 . Cleanup alternatives shall be updated2 , evaluated, and summarized as part of the City's Community Engagement Plan (CEP, included as ATTACHMENT A) for this project, which was developed in collaboration with the University of Connecticut's Technical Assistance for Brownfields. Implementation of the City's CEP began with the first public meeting with UCONN TAB, entitled Brownfields 101, and can be viewed online. All proposals must be properly signed and include all relevant documents in a sealed envelope, including a detailed cost proposal (i.e., bid). All proposals must: Be delivered to the City Clerk's office at City Hall, 2 York Street, Westbrook, Maine. Include a detailed bid to be read + recorded by the City Clerk's office. The City of Westbrook reserves the right to accept or reject any or all bids and to award the contract to a bidder other than the lowest bid offered, if such actions are in the best interest of the City of Westbrook. This does not commit the City of Westbrook to any specific course of action. A letter of intent (LOI) to bid must be sent electronically via email to the Project Manager by Wednesday, October 16, 2024. A copy of the LOI shall be included in the proposal package submitted. If any changes are made to this Request for Proposals (RFP), including answers to questions posed by bidders, an addendum will be issued on or by Wednesday, October 23, 2024. Any addenda, including answers to questions from perspective bidders, will be posted electronically. The method of Contractor Selection has not been Determined at this time.
