The Colorado Division of Parks and Wildlife is accepting bids for gravel roadway and parking lot improvements at the Cameo Shooting and Education Complex. Principal items of work include scarifying existing gravel roadways and parking lots, improving drainage, regrading, moisture conditioning, rolling, application of magnesium chloride, and compacting. Base Bid Item 1 - Mobilization This bid item includes the mobilization of personnel, equipment and supplies at the project site in preparation for the work, as well as the establishment and maintenance for the duration of the Contract of the Contractor's sanitary facilities, stormwater controls, protective fencing and barricades not included elsewhere, necessary facilities, and all other costs incurred or labor and operations which must be performed prior to beginning the other items under the Contract. This item shall include any costs for required bonding of this project. This item shall also include marshalling, disassembly and security of all items indicated on the Construction Drawings or Specifications or installed as part of mobilization and demobilization from the site. Payment will be made in two installments: the first 60% will be paid on the first month's pay estimate, and the remaining 40% after the final cleanup has been completed and approved. Base Bid Item 2 - Gravel Roadway Rehabilitation This bid item includes all labor, materials, equipment, submittals, water conditioning, grading, compacting, and magnesium chloride application for the existing gravel roadways as noted on the plans and specifications and as directed by the Project Manager. Roadway rehabilitation will include scarifying the existing aggregate road base, pulling ditches along the length of the roadway to improve drainage, re-grading and re-crowning the roadways, water conditioning the aggregate road base material, re-compacting the aggregate base course to a minimum of 95% standard proctor density, application of magnesium chloride, and re-rolling the road surface. Magnesium chloride applied to roadways shall be applied at a rate of 0.5 gallons per square yard. Proof rolling of the completed roadway may be required by the Project Manager and any soft areas shall be replaced at the Contractor's expense. Measurement and payment for this item will be per square foot of roadway rehabilitation. Average roadway widths and length will be agreed to by the Contractor and Project Manager prior to beginning work on each section of roadway. Work shall be completed when average daily temperatures are above freezing. Questions submitted after the deadline will not be addressed. NOTICE TO PROCEED October 21, 2024 (Tentative) SUBSTANTIAL COMPLETION December 2, 2024 (Tentative) BID BOND: A bid bond will not be required. PERFORMANCE BOND, LABOR AND MATERIAL BOND: The successful bidder shall furnish a bond in the amount of 100% of the contract price for performance and for material and labor payment when bid is equal to or exceeds $150,000. The bond shall be executed on the standard State of Colorado form. The State requests that the Surety and Contractor leave the date of the Contract found on the first page of each bond form, blank and we will 'pen' in the date after the Controller executes the Contract. These bonds will be submitted along with the standard State Agreement form within 10 days of the "Notice of Award." SDVOSB's, who are incorporated or organized in Colorado or maintain a place of business or have an office in Colorado and who are officially registered and verified as a SDVOSB by the Center for Veteran Enterprise within the U.S. Department of Veterans Affairs (www.vip.vetbiz.gov), may receive a 5% preference on their bid. This preference applies only to the price, and the SDVOSB's must still meet all other qualifications required in the bid. SDVOSB's claiming this preference shall submit documentation of SDVOSB certification Issued through the U.S. Department of Veterans Affairs in their response to the solicitation. Bid submissions without this documentation will not be given a preference.
