The Project consists of constructing approximately3,900 linear feet of 12-inch to 24-inch C900 PVC and Class 53DIP potable water line with associated fittings, valves, and appurtenances; connecting to existing PVC and DIP water lines; installing approximately 1,300 linear feet of 12" SDR35 drain line with a dechlorination vault and storm sewer manhole; removing approximately 2,200 linear feet of existing 8-inch to 24-inchDIP and CIP; installing electronic control valves, flow meters, check valves, and combination air-vacuum valves with associated structures and appurtenances; install hot taps on existing DIP and PCCP water line; site electrical and instrumentation and control work; pavement, curb and gutter, and sidewalk removaland replacement; removing an existing 8-inch SDR35 sanitary sewer line; removing and replacing an existing sanitary sewer manhole; site grading, restoration, and fencing; and decommissioning an existing potable water storage tank by hydraulicallyisolating the tank from the potable water system. Each bid must be accompanied by a bid bond with sufficient surety for not less than five percent (5%) of the total amount of such bid, payable to,and to be forfeited to, the Cheyenne Board of Public Utilities as liquidated damages if bidder fails to enter into contract within thirty (30) days after award to him, or fails, at the time of executing the agreement, to furnisha performance bond and a payment bond each in the amount of one hundred percent (100%) of the bid. Facsimile (fax) or other copies of bondsare not acceptable, nor are certified cashier's checks, certified checks or bank drafts. No Bids Will Be Considered if Not Accompanied Bysuch Bond or if Not in Conformance With the Provisions Ofw.s. 15-1-113. Qualified Disadvantaged Business Enterprises (DBEs) are encouraged tosubmit bids on this project. Bidders that use a subcontractor(s)/supplier(s) are required to make a good faith effort at soliciting DBE subcontractor/supplier participation. Bidders shall submit the required DBE GoodFaith Effort Documentation form and other related forms with their bids. The procurement will be subject to the "Use of American Iron and Steel"requirements as contained in Section 436 of H.R. 3547, The ConsolidatedAppropriations Act, 2014 and as updated and revised in America's WaterInfrastructure Act of 2018. Bids will be received for a single prime Contract. Bids shall be on a lumpsum and unit price basis, with additive alternate bid items as indicatedin the Bid Form. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineerin writing. Interpretations or clarifications considered necessary by Engineerin response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids will not be answered. 1. Furnish, erect, and maintain erosion and sediment control measures including silt fencing, construction entrances, dust control, and other items as required. Dust control shall be managed in accordance with BOPU Standard Specification Section 01562. Sediment and erosion control shall be installed and maintained in accordance with BOPU Standard Specification Section 01563. 2. Furnish and maintain traffic control as necessary and in coordination with the City of Cheyenne. Traffic control shall be installed and maintained in accordance with BOPU Standard Specification Section 01050. 3. Provide construction site surveying. 4. Maintain Tranquility Road, tank site access road, staging area, and work area. All contractor traffic including subcontractors, deliveries, vendors, etc. shall use Tranquility Road. Upon North City Improvements - North City Tank contractor demobilization, the North City Improvements - Transmission Mains Contractor shall assume Tranquility Road maintenance responsibilities. Topsoil shall be stripped, stockpiled, and managed in accordance with BOPU Standard Specification Section 02280 and as shown on the Plans. Site shall be maintained in accordance with BOPU Standard Specification Section 01562. The Contractor shall be responsible for maintaining Tranquility Road and tank site access road through Final Completion. 5. Remove, salvage, neatly stockpile, and protect various portions of existing fencing including 6-foot industrial chain link fence with 3 strand barbed wire and 4-strand barbed wire property fence. Fence removal shall be completed in accordance with the limits shown on the Plans and as directed by the Engineer. Install and maintain temporary construction security fencing as shown on the Plans to completely secure the construction and staging areas. 6. Remove and dispose of existing drain, sewer, and water lines, fittings, valves, pumps, and other appurtenances. Abandon existing vaults. 7. Install approximately 3,360 linear feet (lf) of 24-inch C900 polyvinyl chloride (PVC) water transmission main, 70 lf of 24-inch Class 53 ductile iron pipe (DIP) water transmission main, 80 lf of 18-inch C900 PVC water transmission main, 160 lf of 18-inch Class 53 DIP water transmission main, 210 lf of 12-inch C900 PVC water transmission main, and 1,300 lf of 12-inch SDR35 PVC drain line with fittings, bends, and appurtenances through conventional trenching techniques. Work shall also include corrosion protection including but not limited to coating and lining, joint bonding, galvanic anodes, and cathodic protection of all metallic fittings including tracer wire and test stations/tracer wire access boxes on the various plastic pipelines. Water distribution, transmission, and drain systems shall be installed in accordance with BOPU Standard Specification Sections 02665 and 02700 and Supplemental Specification 02665 as necessary. Complete hydrostatic testing and disinfection in accordance with BOPU Standard Specification Sections 02670 and 02675. Trenching and backfill shall follow BOPU Standard Specification Sections 02220, 02225, and 02226. Contractor shall be required to hire an independent materials testing agency for compaction testing as outlined in BOPU Standard Specification 02225. 8. Reconnect existing water service lines. 9. Install hot-tap assemblies on existing ductile iron and pre-stressed concrete cylinder pipe. 10. Install valves of the type and size shown on the Plans. Valves shall be installed in accordance with BOPU Standard Specification Section 02665 and Supplementary Specification 02665 where appropriate. 11. Install check valve assemblies with fittings, bends, and manholes. 12. Install flow meter assemblies with fittings, bends, appurtenances, manholes, and Supervisory Control and Data Acquisition (SCADA) reporting, monitoring, and control. 13. Install electronic control valve assemblies with fittings, bends, appurtenances, vaults, and SCADA reporting, monitoring, and control. 14. Install pressure transducer assemblies, with fittings, bends, appurtenances, and SCADA reporting, monitoring, and control. 15. Remove and dispose of an existing sanitary sewer manhole and replace it with a new manhole at the location shown on the Plans. 16. Install control building to house control panels and tank mixing system air compressor and controls with associated SCADA integration work. Install backup generator. 17. The Pulsair North City Tank mixing system shall be supplied by BOPU and has been confirmed to be functional. Install the Pulsair tank mixing system in its permanent configuration within the control building. Connect the tank mixing system to the existing airline terminating along the North City Tank shell. Verify tank mixing system SCADA monitoring, reporting, and control. 18. Install electrical site work with associated SCADA integration work. Maintain electrical service to site components (e.g., North City Tank lighting, Buffalo Ridge pump station, security cameras, etc.) through the use of temporary power, generators, etc. when transitioning electrical configurations. 19. Coordinate with BOPU to integrate equipment, alarms, etc. into Programmable Logic Controllers (PLCs) and BOPU's process control server. The Contractor shall coordinate closely with BOPU to ensure all instrumentation including, but not limited to, electronic control valves, flow meters, pressure transducers, tank mixing system, aircraft warning lights, alarms, etc. communicate with BOPU's programmable logic controllers (PLC), ethernet radio links, and Sherard Water Treatment Plant process control server. BOPU shall provide low-voltage control panels, PLCs, I/O modules, ethernet radios, POE, managed switches, and network communication lines. Contractor shall provide all other field instrumentation and equipment, power supply, conduit and wiring for digital and analog (low-voltage) communication lines, conduit for network communication lines, supporting infrastructure (racks, masts, unistrut, etc.), and other necessary appurtenances to integrate project components into BOPU's PLCs and process control server. Communications requirements and narrative are included in the Process Control Narrative. 20. Mill and overlay asphalt pavement, remove and replace asphalt pavement, concrete curb and gutter, concrete sidewalk, and base and subbase material as shown on the Plans. Work shall be completed in accordance with BOPU Standard Specification Sections 02075, 02515, 03330, 03340, and related sections. Contractor shall prepare, and submit for approval, a traffic control plan(s) to BOPU and the City of Cheyenne. No work or traffic disruptions will be allowed without an approved traffic control plan. Traffic control pan shall be prepared in accordance with BOPU Standard Specification Section 01050. The Storey Blvd. traffic control plan shall be submitted at least 2 weeks prior to work within Storey Blvd. 21. Decommission the existing Round Top Water Storage Tank as outlined in the Specifications and shown on the Plans by removing and replacing valves, fittings, and associated SCADA components to hydraulically isolate the tank from the potable water system. 22. Site restoration and seeding as needed to maintain accessibility and adequate working conditions. The third-party North City Improvements - North City Tank contractor shall be responsible for rough grading of the tank site and driveway, while the North City Improvements - Transmission Main contractor will complete finish grading, restoration, and seeding of the staging area, tank site, and other work areas, and install the gravel driveway and tank skirt as shown on the Plans. The North City Improvements - Transmission Mains contractor shall also be responsible for re-installing fence removed during construction including 6-foot chain link fence with 3-strand barbed wire and 4-strand barbed wire fence. Site maintenance, cleanup, and restoration shall be completed in accordance with BOPU Standard Specification Section 01562. Seeding shall be completed in accordance with BOPU Standard Specification Section 02900
