The Project consists of constructing: Full (public and private sides) replacement of lead service lines on 1200 block of Manistique Avenue, 1200 block of Sherman Avenue, 500, 600 and 700 blocks of Marquette Avenue, and 500, 600 and 700 blocks of Marshall Avenue. Private side replacement of lead service lines on the 2800-3700 blocks of South Chicago Avenue. Other public and/or private side replacements throughout the City of South Milwaukee. This solicitation will also be used to by the City of South Milwaukee to establish a Prequalified List of Contractors for Private Lead Service Line Replacements. WAGE RATES: Contractor shall be required to pay not less less than than the prevailing wage rates on the Project as established by the Davis Bacon Wage Act, a copy of of which has been included in the Wage Rate Section of this document. Disadvantaged Business Enterprise (DBE) contractors, including MBE's and WBE's, are encouraged to submit bid proposals. If any subcontracting is done, the prime contractor must make a Good Faith Effort to solicit bids from qualified DBE firms, including MBEs and WBEs. Prior to the award the City will be reviewing the Contractor's submittals in order to meet the qualifications under minority- owned or woman-owned business. In addition, the City encourages MBE's and WBE's to submit Bid Proposals. BID SECURITY: Bid Security in the amount of not less than 5% of the Bid shall accompany each Bid in accordance with the Instructions to Bidders. CONTRACT SECURITY: The Bidder to whom a Contract is awarded shall furnish a Performance Bond and a Payment Bond each in an amount equal to the Contract Price. BID REJECTION/ACCEPTANCE: The Owner reserves the right to reject any and all Bids, waive informalities in bidding, or to accept the Bid or Bids, which best serves the interests of the Owner. BID WITHDRAWAL: No Bid shall be withdrawn for a period of 60 days after the scheduled opening of the bids without the consent of Owner. Each applicant will be notified of their prequalification status no later than September 27, 2024.
