The purpose of the Coffey Creek Environmental Mitigation Project bid is to establish a lump sum contract with a qualified contractor to construct the features and components of the Corrective Action Plan that has been designed by WSP, (as Wood Environment & Infrastructure Solutions, Inc.) (the "CAP Design") for the former U.S. Airways Maintenance Hangar site located at 5020 Hangar Road in Charlotte, Mecklenburg County, North Carolina on behalf of Charlotte Douglas International Airport (CLT). The CAP Design (dated October 20, 2022) was submitted to the North Carolina Department of Environmental Quality (NCDEQ) for review. NCDEQ issued a Notice of Regulatory Requirements (NORR) letter (dated November 30, 2022) indicating approval of the Corrective Action Plan (CAP). The approved CAP presented a discussion of Light Non-aqueous Phase Liquids (LNAPL) concerns, remedial goals, and remedial action objectives (RAOs) associated with planned corrective actions. The CAP Design to be constructed for purposes of this project is an alternative that includes the installation of a Hydraulic Cut-Off Barrier. This alternative is expected to be protective of human health and the environment and effective in increasing the adsorption of LNAPL mass and limiting its downgradient migration to Coffey Creek. Removal of LNAPL mass by implementing mass recovery technologies that directly recover LNAPL using physical processes such as manual and/or pump extraction will also limit mass migration to Coffey Creek. Title VI Solicitation Notice: The City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this Invitation to Bid, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age or disability in consideration for an award.
