This document published by the Biddeford Recreation Department. The Recreation Department is responsible for program development and delivery to the citizens of Biddeford. The department also is responsible for the Capital Projects within the city's parks, fields, and the J. Richard Martin Community Center. The department also oversees the scheduling of parks and fields, the operations of the J. Richard Martin Community Center and the oversight of staffing and activities on city beaches. The Biddeford Recreation Department is requesting proposals to for a design build and installation of a bathhouse and lifeguard station at Gilbert Boucher Park, Mile Stretch Road, in the City of Biddeford. The City will select one supplier for this project. There are two separate bids in this project. The term "invitation to bid" shall mean the complete assembly of related materials, whether attached or incorporated by reference, which is furnished to perspective bidders for requesting sealed bids. Contract Term The City desires to enter into a design/construction contract with the successful vendor with all work to be completed by April 1, 2025. If the City and the selected vendor are unable to negotiate and sign a contract then the City reserves the right to seek an alternative vendor(s). Bid 1: Weatherized shell with interior stud partitions/ poured foundation/ or frost protected monolithic slab. Concrete area to be 32' x 28' minimum. Exterior: Siding, roofing, windows, and doors must be included. Details: Sand color vinyl siding or like/ white metal flashing/ white vinyl soffit including all areas in patio area/white vinyl windows (size determined by Recreation Director) white exterior metal doors with no windows/ 6 foot white metal roll up door/ roofing to be brown or like color (Asphalt). Interior: underground plumbing for number of fixtures listed on concept plan, this includes the building sewer terminated not less than 2 feet from building foundation. Three conduits in slab for future water line 2", electrical 2", communication 2" Bid 2: Weatherized shell with interior stud partitions Exterior: Siding, roofing, windows, and doors must be included. Details: Sand color vinyl siding or like/ white metal flashing/ white vinyl soffit including all areas in patio area/white vinyl windows (size determined by Recreation Director) white exterior 36" metal doors with no windows/ 6 foot white metal roll up door/ roofing to be brown or like color (Asphalt) This project consists of design, procurement and installation of a bathhouse/ lifeguard station. All equipment will be assembled and installed by the supplier or will supervise the assembly and installation by a subcontractor. Bid Security Proposals in excess of $50,000 shall include performance and payment bonds as specified in Biddeford Code of Ordinances Sec. 2-345 as follows: A performance bond in an amount equal to 100% of the price specified in the proposal. A payment bond in an amount equal to 100% of the price specified in the proposal. This BID does not obligate the City to award a contract or complete the proposed project and reserves the right to cancel this BID if it is considered to be in its best interest. The City also reserves the right to waive minor informalities and, not withstanding anything to the contrary, reserves the right to: 1. Reject any and all proposals received in response to this BID 2. Reject a proposal if it is determined that a vendor's ability to work with the existing infrastructure will be too limited or difficult to manage 3. Negotiate any aspect of the proposal with any vendor, should the City not be able to reach agreement on terms. 4. Terminate negotiations and select the next most responsive vendor for contract negotiations 5. Terminate negotiations, prepare, or cancel the bid. Description: The work shall consist of the furnishing; construction and delivery of a new design build structure. The work shall include installation of a concrete slab to satisfy a building floor plan for a 32' x 28' single story structure. The City will consider alternate building sizes as long as the general floor area and number of rooms is similar to the suggested specifications and it does not have an adverse impact on parking or site circulation. B) Construction: All work shall meet the requirements of the City and comply with applicable standards and codes. The entire structure will be thoroughly inspected by the City prior to the City occupying the building. All work performed must meet established industry standards of quality to be acceptable. Any unacceptable work and code or other deficiencies must be corrected at the successful bidder's expense. Final payment will not be released until such deficiencies are corrected to the satisfaction of the City.
